Role: Senior Financial Specialist

Responsibilities could include but are not limited to:

· Develop LCC policy and guidance documents for the Assistant Deputy Minister (Materiel) (ADM(Mat)). This includes, but is not limited to, developing detailed guidance on how to prepare life-cycle cost estimates/support cost option analysis, how to prepare budgetary estimates for the completion of technical programs, and how to prepare business cases and cost/benefit analyses;

· Facilitate LCC elements at various meetings including drafting of agendas, preparing presentations, assembling supporting documentation, delivering briefings and composing the minutes;

· Develop and review of policy documents or training course content to support MA&S domains;

· Support training and coaching to MA&S Practitioners on the proper use of LCC developed tools;

· Develop and update LCCE. The Contractor must assist MA&S Practitioners in producing LCCE for options using the LCC developed tools as well as DND specific LCC tools. This may include using historical data and industry/stakeholder inputs; and

· Develop and update Equipment Structure and Employment Profiles. The Contractor must assist MA&S Practitioners in defining representative equipment breakdown structures and employment and use profiles for input into the LCC tools.

Skills/Experience Required:

· Post graduate degree in a field related to a Financial Specialist

· A minimum of five years of experience in the application of accounting principals to create policies and procedures

· A minimum of five years of experience in generating Life Cycle cost Estimates or Life Cycle Cost Assessments

· A minimum of ten years of experience in analyzing financial information to prepare accurate and timely financial reports and statements
