ROLE:
The Pipeline Foreperson provides leadership in the areas of scheduling, workforce planning and coordination, supervising and promoting cost control measures. The position ensures safe working practices are followed, as well as consistent and fair application of labour relations, policies and procedures. The position ensures proper apprentice training and the productivity of the crews at the project site. The position is a key participant in relationships with the contractor, company and client and has a further role as a coordinating manager. The Foreperson works in the field as front-line leadership to the workforce crews. There are many disciplines specific to Foreperson positions on a project and each foreperson should be experienced in the respective scope of work he/she will be supervising (i.e., earthworks, stringing, welding etc.).

KEY RESPONSIBILITIES:
- Supervise construction crews for specific project activities under the direction of an Assistant Superintendent.
- Provide direction to construction crews of various sizes depending on project activities.
- Communicate expected production to workforce.
- Follow project plans and schedules ensuring that crews perform timely activities to meet production goals.
- Provide direction, leadership and support to the Straw Foreperson and holds the Straw Foreperson accountable for meeting his or her responsibilities.
- Responsible for on-site reporting of labour, equipment and material (payroll administration, labour coding of time) adhering to Company standards, as it relates to the Foreperson’s portion of the project.
- Responsible for managing site tools and equipment. Report actual production achieved relative to project expectations (estimate).
- Monitor actual production complete relative to the project schedule.
- Weekly review of labour performance and production with crew and addresses results and issues to achieve desired performance.
- Assist with the preparation of execution plans, ITPs, safe work plans, work assignments, and so on.
- Provide leadership that results in a safe work culture (knows, understands, communicates and ensures compliance).
- Facilitate “safety toolbox meetings”.
- Administer effective quality control, overseeing the execution of the work, including quality and production, by ensuring that the crews work to job specifications and follow drawings.
- Reviews inspection reports and coordinates resolutions to deficiencies.
- Assess competency and capability of labourers and tradespersons; evaluates crew capability, trains, and coaches to ensure the crew meets the required level of quality.
- Support job training for apprentices and facilitates mentoring of apprentices by journeymen.
- Participate in and support day to day disciplinary decisions and those additional discipline actions deemed appropriate by the project senior management.
- Mentor Lead Hand/Straw and crew personnel.
- Recommend personnel actions (hiring, promotions, and corrective action).
- Identify and report any scheduling conflicts with other crews and contractors.
- Translate general work requirements into a prioritized work plan for each crew.
- Review and adjust specific activities and task schedules to meet established production schedules.
- Prepare reports as required (logs, progress reports, quality control).
- Supervise supplier’s material/equipment deliveries.

POSITION REQUIREMENTS:
Qualifications
- Journeyman Ticket Intra-Provincial Trade Certification or alternatively, a technical diploma is considered an asset.
- National Construction Safety Officer (NCSO) or Construction Safety Officer (CSO) Certificate is considered an asset.
- Leadership for Safety Excellence (LSE) Course.
- Various other safety certificates depending on project.
Experience
- Minimum of 2 years in the construction industry preferably in the oil and gas sector.
- Minimum of 1 years as a Foreperson or Lead Hand.
- Extensive field supervision experience.
Skills and Knowledge
- Understanding of the oil and gas pipeline construction industry.
- Knowledge of the OH&S and company safety procedures and standards.
- Understanding of legal liabilities of the role and of Workers’ Compensation Board reporting time frames and responsibilities.
- Ability to read and understand construction documents including contracts, drawings, specifications and subcontracts.
- Knowledge of construction technology, methods, equipment, tools, procedures, scheduling and cost control.
- Strong knowledge of scheduling and planning (2 week “look ahead” plan for manpower, material and equipment).
- Scope of both one’s own and other construction trades.
- Familiar with CSA, ABSA, CWB, WCB, and Work Safe BC standards and practices.
