Department Information

The Department of Infrastructure (INF) provides high quality services to the public and Government of the Northwest Territories’ (GNWT) departments, boards and agencies including the planning, design, construction, acquisition, operation and maintenance of public transportation infrastructure and the buildings, works and equipment required for the GNWT to deliver its programs and services. INF makes essential petroleum products available for sale to the public where these products are not provided by the private sector, and promotes the development and increased use of energy efficient technologies. INF also regulates electrical and mechanical safety services and licenses individuals and vehicles operating in the territory.

Job Information

This position is located in Inuvik and reports to the Regional Manager, Financial & Administration. Area of responsibility includes the thirteen communities located in the Inuvik Region. The Financial Analyst provides financial analysis and advice to the department staff in ten communities in the Inuvik region, as well as provides financial assistance to suppliers and contractors on a daily basis. The incumbent works with the staff, public, outside agencies and other Government departments. The incumbent is an expert resource in the department's financial and contracting processes and as such, is the escalation point for unusual or complex issues.

The scope of activities undertaken or managed includes:

  • Expenditure authority initiation up to $50,000 per transaction
  • Expenditure authority contract performance up to $100,000 per transaction
  • Standing/acting authority for Manager, Financial & Administration Services (initiation $100,00 and contract performance $250,000)
  • Collection of receivables up to $1 million per annum
  • Auditing of approximately 75 capital contracts with 100 change orders, 300 capital contract payments, 75 O&M contract payments and 12,000 utility payments
  • Supervision of support staff

The Financial Administration Manual (FAM), Government Contract Regulations, Document Information System, Contract Information System (CIS) and relevant departmental policies and procedures guide the incumbent.
