About Our Opportunity


The Talent Acquisition Team works collaboratively with other service areas within the PSC and managers to lead talent acquisition strategy and planning as well as operational recruitment support.


Under the supervision of the Talent Acquisition Director, the Talent Acquisition Consultant builds strong relationships within the designated client groups, works collaboratively and leverages relationships with subject matter experts across the PSC and is committed to understanding the business and hiring needs of clients. Key areas of focus for this position includes strategic consulting, coaching, and advising leaders on best practices, workforce planning, employee and labour relations, policies, issues resolution, acts, legislation, and the collective agreement(s) with regards to their recruitment and selection needs.


The Consultant supports special projects within client assignment and is accountable to a variety of projects related to service improvement initiatives, policies and procedures, and recruitment training.


Primary Accountabilities


  • Execute full cycle recruitment process and provide subject matter expertise to departmental leadership, hiring managers and other key partners
  • Conduct in-depth consultation meetings with leaders and hiring managers to ensure alignment on position, clarity of expectations and impact while providing market insights and education to ensure that marketing and promotion efforts align
  • Conduct executive search activities for senior and hard to fill positions, assist managers and candidates navigate immigration enquiries
  • Partner with multi-disciplinary Human Resources teams within PSC to develop approaches for problem-solving within client portfolio; work closely with other PSC colleagues and subject matter experts to design, develop, coordinate, deliver and evaluate talent acquisition strategies, policies, and guidelines; support and promote EDI principles throughout the recruitment process
  • Manage and guide client’s hiring needs of a more unique or complex nature, support client specific initiatives
  • Consult and advise on screening criteria; assist with pre-screening of candidates against specific role criteria (if needed); provide guidance to managers on all assessment tools such as pre-screening questions, predetermined tests, and interview questions utilizing available tools
  • Interpret and advise Hiring Managers on collective agreement terms related to the recruitment and selection process
  • Provide recruitment training to the hiring manager and coach them effectively on recruitment processes
  • Create compelling job profiles and marketing plans to post and promote the job
  • Develop sourcing strategies and leverage existing tools to build a diverse candidate pool; this includes networking, and niche social networking; participate in outreach activities that can help build a diverse candidate pool
  • Proactively identify passive candidates and articulate business strategy to create a compelling story and gain candidate interest
  • Utilize all available tools for self development and reflect commitment to continuous improvement; provide guidance, direction and coaching to Talent Acquisition Coordinators
  • Contribute to the Unit’s Operational goals, KPIs and all additional special projects
  • Contribute to process improvement; provide input on an ongoing basis to enhance recruitment

Qualifications and Experience

On the practical side, we’re looking for candidates with post-secondary education in Human Resources. Experience in the full cycle recruitment process, including providing subject matter expertise to departmental leadership, hiring managers and other key partners in a unionized environment would be ideal.


Your experience will include:


  • Providing in depth consultative, training, and coaching advice to leaders and managers on the recruitment and selection process
  • Conducting executive search activities for senior positions and hard to fill positions
  • Creating compelling job profiles to post jobs and marketing plans to post and promote the job
  • Building mutually benefiting partnerships and networks with outside agencies to assist in filling leadership roles, hard-to-fill vacancies, and candidates of diverse backgrounds
  • Developing relationships with prospective candidates for potential future vacancies
  • Ensuring a consistent, transparent, and equitable recruitment process is undertaken, including supporting and promoting EDI principles throughout the recruitment process

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Working Conditions


  • Normal work week is 35 hours/week, 7 hours/day
  • May be required to work overtime on occasion
  • This position allows for flexible work arrangements (generally two days a week in office)

Salary Range: $3,143.79 - $3,929.78 Bi-Weekly
