On behalf of our client based in Burnaby, Ignite Technical Resources is seeking a Senior Business Analyst (Project Delivery) to join our client’s team on a 6-month contract. (Plus extensions)

Role Description:
Technology Alignment is responsible for the capital planning process that manages investment in current infrastructure and transforms to a future state defined by the IMITS Infrastructure Roadmap. The scope includes networking, storage, security, telephony, data centers and platform (operating system and database).

Services Required:
The following is expected of the Senior Delivery Program Business Analyst:
  • Excellent communication skills (written, oral, and presentation), experience working directly with Senior Executives
  • Authoring program and project documents including briefing notes, business cases, project charters, project scope documents, change requests, closure reports, presentations and other program delivery artifacts
  • Performs quality reviews of program documents, briefing notes, business cases, scope documents, charters, and change requests, ensuring content meets Program, PQTO, and stakeholder acceptance criteria
  • Leads the development of IMITS infrastructure business cases directing solution definition, estimating, management tracking and reporting, and stakeholder relationship cultivation and management
  • Maintains all work according to the IMITS PQTO and Technology Alignment Program procedures and policies
  • Collaborates with TA finance team to prepare appropriate summaries and project tools within required timeframes
  • Provides delivery and governance support to Technology Alignment project managers assisting with project deliverables, escalating issues to the Program Manager as required
  • Analyzes all data and project deliverables and ensure adherence to all timeframe and budget requirements
  • Evaluates project delivery efforts to ensure adherence to all project policies and standards
  • Remains current with stakeholder needs and strategies and communicate updates and findings to leadership
  • Leads process review and improvement initiatives ensuring smooth transitions to new business and project execution workflows
  • Coordinates with other team members in the organization to create or improve workflows, gather business support content and define actions to move projects forward
  • Educates team members and organization stakeholders on new processes, sharing ideas, and taking feedback
  • Develops positive relationships with business, technical, and project stakeholders to enable successful project and strategy delivery
  • Supports IMITS Infrastructure team and Infrastructure Project Managers with many aspects of project delivery including planning, risk management, deliverables, communication, reporting and stakeholder engagement
  • Identifies financial, technology, and operational risks
  • Prepares options analysis detailing business, technical and financial perspectives
  • Leads evaluation on process identifying areas for improvement and optimization
  • Develops presentations and materials for executive level audiences
  • Change management/business transformation experience
  • Experience in healthcare IMITS implementations
Responsibilities and Deliverables:
  • Evaluates and monitors projects identifying issues impacting delivery
  • Researches and maintains awareness of industry technology and best practice trends related to enterprise use and implementation of IT capability
  • Reporting on a regular basis to key stakeholders and partners on operational and business concerns as they arise
  • Maintains organizational structure for documentation supporting business development and project delivery
  • Leads small to mid-size departmental process improvement projects and initiatives
  • Develops cost benefit analyses and total cost of ownership
  • Prioritizes projects in conjunction with key stakeholders
  • Assists in the development of planning setting delivery roadmaps
  • Develops or assists in the development of design documents, requirements analysis, testing plans, process flows, procedures, and policies
  • Reviews and contributes content for charters, change requests and other execution and planning documentation
  • Reviews and contributes content for business cases, funding proposals, and creates funding request presentations
  • Maintains content in SharePoint, defining file architecture, streamlining documentation retrieval and archiving
  • Conducts current state analysis as it relates to technologies components
  • Works with health organizations and technical teams from multiple organizations including IMITS, Technology Services, Vendors, and VPP.
Must Have Skillset:
  • Minimum four years working as a senior business analyst within an enterprise project delivery organization or program delivery environment
  • Knowledge of fiscal planning and contract management
  • Must be a relationship and team builder
  • Must have demonstrated experience supporting the delivery of enterprise level projects or program level management
  • Experience working in Health Authority environment
  • Demonstrated capability in handling sensitive and challenging situations
  • Demonstrated capability to work with Senior Management team and Executives
  • Must be able to work independently to solve problems
  • Excellent project management, critical thinking and analytical skills, people skills
  • Excellent written and oral communication skills
  • Short listed candidates will be required to provide writing examples including business cases, charters, and status reports.
