Tri-global Solutions Group Inc. is seeking two (2) Senior Business Analysts to work with our enterprise client, BCFSA, a Vancouver-based Independent regulatory Crown Agency of the British Columbia Government.

The successful contractor(s) have an anticipated January 2, 2023 start date for a 12-month initial contract ending December 31, 2023, with four 6-month extensions available (total contract term up to 36-months).

NOTES ON LOCATION: The services can be performed remotely. The services must be performed during the client business hours (8 AM to 5 PM Pacific Time).

PROJECT OVERVIEW

Tri-global is seeking two (2) qualified contractors to act as Senior Business Analysts to enable change in the context of defining business needs and recommending solutions that deliver value to stakeholders and support projects at BCFSA.

BCFSA is a Vancouver‐based Independent regulatory Crown Agency of the British Columbia Government that regulates the financial services industries in British Columbia, including credit unions, trust and insurance companies, pension plans, mortgage brokers, and the Credit Union Deposit Insurance Corporation. Its mandate is to protect the public against the insolvency of financial institutions, prevent improper market conduct in the financial services sectors, provide deposit insurance for members of

B.C. credit unions and ensure the solvency of pension funds.

BCFSA is currently engaged in multiple projects, some of them transformational. The demands of resources for these projects requires additional capacity to be added to its existing IT team on a temporary basis to support new solutions and ongoing delivery of services.

DESCRIPTION OF SERVICES

Working collaboratively with the BCFSA Solution Design and Delivery team, business stakeholders and project team, the Senior Business Analyst’s services will specifically include, but not be limited to, the following:

  • Plan and scope the business analysis work
  • Identify stakeholders, plan, and lead engagements to elicit requirements
  • Defines and documents business processes in collaboration with subject matter experts
  • Perform analysis to understand needs and root‐cause of business problems
  • Document and track changes to requirements
  • Create and manage work items an Azure DevOps using Features, User Stories and Tasks
  • Communicate and translate requirements for different audiences
  • Support the solution design by providing clarification on requirements
  • Researches and develops business cases including technological alternatives, cost benefit analysis, revenue implications, program area resources and policy/procedural enhancements.
  • Support the solution development by ensuring the solution meets the business needs stated in the objectives and business requirements
  • Collaborate in testing the solution to validate the solution meets the business needs
  • Support the implementation by actively work with the stakeholders in the roll out activities
  • Support or facilitate the development of learning materials and training for users of the new system
  • Assist with documenting of system catalogs, data source & repository lists, and other analysis tools
  • Implement or assist with implementing processes or other outputs from the project
  • Assist with preparation of presentations, briefings, minutes or other communications as required

Provides orientation and training to internal and/or external stakeholders within area of responsibility.

  • Perform light project management duties if required

DELIVERABLES

The Contractor's will be expected to:

  • Facilitate collaboration and requirement gathering with the Business to meet project objectives
  • Participate in quality assurance reviews as required
  • Develop project related documentation for the project
  • Assist with preparation and facilitation of project‐related meetings
  • Assist with preparation and facilitation of presentations, briefings or other communications as required; and
  • Other services as deemed necessary for the success of the project

MANDATORY REQUIREMENTS

  • 5+ years of recent relevant experience defining and documenting business requirements for applications and data
  • 2+ years of recent relevant experience working in Agile or Hybrid-Agile environment
  • 2+ years working in a regulatory domain within the public sector, preferably in the financial services industry
  • 5+ years relevant experience interacting professionally with a wide variety of people in diverse roles (e.g., executives, contractors, technical experts, users) to develop and implement technology enabled business processes
  • Experience working effectively with non-technical end-users as relates to testing, including writing business test cases, conducting functional testing, and supporting UAT
  • Relevant experience working in projects to implement out-of-the-box CRM or ERP applications
  • 2+ years' experience working with MS Dynamics 365 or Power Apps
  • 2+ year experience working with Azure DevOps for solution delivery
  • Ability to lead multi‐discipline teams (leaders, subject matter experts, and team members) in conducting facilitation towards new requirements gathering, development of new business processes, continuous process improvements and appropriate documentation
