POSITION SUMMARY

The Program Manager of Families and Wellness is responsible for services provided by the Family Development and Counselling, as well as the formation of Child Protection, and Sexual Violence programs, as directed by the Director of Health and Social Development. This position is responsible for ensuring quality support to clients while adhering to our services framework in accordance with the philosophies, policies, and objectives established by Seabird Island.


This position ensures that each client in the Family Development services will receive quality services, care, and support, in accordance with our best practices and cultural practices. The Manager will work to ensure the effectiveness of the programs and the quality of service provided. The Manager will conduct outreach to promote awareness of our programs and services, as well as the formation of Child Protection and Sexual Violence programs and implement improvements that will better serve and better reach the community.

WHAT YOU'LL DO

Management and leadership

  • Coordinate a multidisciplinary team to include Supervisors, Counsellors, Family Development team, Child Protection and other stakeholders on a regular basis to address needs to support the needs of individuals in the program.
    • Provide overall leadership to the Families and Wellness program, including Management of direct reports:
    • work planning, scheduling, payroll processing and assessment of staffing need.
    • hiring/promotion, staff development, coaching/mentoring and conducting performance management reviews
    • conflict resolution, discipline, and termination recommendations.
    • authorizing leaves of absence.
    • ensure all Families and Wellness program employees are actively charting in Mustimuhw
    • are aware of their duty to report, duty of care, boundaries, conflicts of interest, and working relationships with vulnerable individuals and families;
    • evaluating the work of staff and volunteers to ensure that programs are of appropriate quality and that resources are used effectively; and
    • promoting shared team goals and collaboration among members.
  • Prepare business plans, annual operating and capital budgets pertaining to Families and Wellness program in consultation with the Director.
  • Monitor overall performance of Families and Wellness program against the business plan and budget, including authorization of expenditures.
  • Prepare operating and capital budget variance reports and corrective actions as required.
  • Administer/monitor the approved annual budget including authorization of expenditures.
  • Prepare and assist in the preparation of reports and recommendations for the Director and stakeholders.
  • Attend community and other public meetings and events as required.
  • Make presentations and provide advice/guidance on Families and Wellness program.
  • Initiate actions required by the Director and coordinate and monitor assigned tasks emerging from meetings as directed by the Director.
  • Accountable to ensure staff are knowledgeable of applicable health and safety legislation, are trained to act appropriately in emergency situations, practice safe program delivery, and operate equipment and materials safely utilizing safe work practices.
  • Ensure that documented procedural information is available and that necessary reports/follow-up to near misses and incidents are completed in a timely manner and reported accordingly.

Counselling

  • Manage the Counselling program including overseeing referrals, assessing schedules, and needs in collaboration with the Counsellors.

Family Development

  • Manage the Family Development program, including:
    • Initiate and implement program planning, ensuring that all programs have developed community-appropriate, trauma-informed programing and services to meet the needs of the clients.
    • Lead and oversee collaboration with community groups to prompt ideas and suggestions for continuous improvement to Family Development program.
    • Develop, plan, and implement strategies for program continuation and growth, including review and revising policies, procedures, services, standards, performance, administrative processes, etc. Must have the ability to think comprehensively, solve problems and have good decision-making skills, including critical thinking skills. Evaluate the services framework and implement and develop plans for operations, programming, supported care, and connections with other programs.
  • Act as a liaison and/or resource to departments and community organizations to promote Family Development program.
  • Reviews progress during prescribed intervals. Re-refer cases as needed or seeks reauthorization of services to continue if need be.
  • Collaborate with the Family Development Supervisor to:
    • Ensure services meet community and client needs and provide excellent customer service.
    • Ensure the team conducts direct case management services to program participants including but not limited to: conducting intakes and assessments; developing participant-centered individual service plans; identifying supportive services; providing advocacy and support; and continuously educating program participants on their rights and responsibilities.
    • Ensure that ISPs are developed that fully address the needs identified through the assessment and intake process that results in an improvement in daily functioning for our clients and is evident via measurable outcomes.
    • Provide case oversight and re-evaluation as necessary to ensure that the needs of clients are being met. Utilizes standardized assessment and tools at minimum to assure a comprehensive assessment occurs resulting in a support and care that is relevant to the client.
    • Ensure responsible referral decisions are made based on each individual, the needs and strengths of the client.
    • Ensure referral sources are provided with all relevant information both verbally and in writing that supports the goals of the service plan.

Child Protection and Sexual Violence

  • Work collaboratively and cooperatively with stakeholders to develop the Child Protection and Sexual Violence programs.
  • Initiate community and stakeholder meetings to assess needs and plan the development of the program.
  • Relationship and team building
  • Work collaboratively and cooperatively with all levels of Seabird Island.
  • Demonstrate behaviors, actions and attitudes that are consistent with Seabird Island’s vision, mission, culture, and values.
  • Provide opportunities for the enhancement and development of positive cultural identities of the staff and clients.
  • Ensure appropriate communication and consultation with the Director and other teams.
  • Ensure effective and professional communications with all internal and external service providers, committees, and workgroups.
  • Work respectfully, positively, professionally, and collaboratively with team members.

Administration and reporting

  • Complete administrative functions, workplans, training plans, and reports and adhere to policies, procedures, and relevant practices.
  • Develop and maintain accurate, up-to-date, and concise work files, ensuring confidentiality and safekeeping of all documents and records.
  • Provide the Director with all relevant documentation in a timely manner to complete appropriate billing of services.
  • Manage expenditures within the program budgets as authorized by the Director of Health and Social Development.
  • Seek out and pursue funding opportunities – writing / contributing / submitting proposals to granting agencies.
  • Complete all funding requirement reports for funding agencies and other stakeholders, in a timely and succinct manner.
  • Compile and submit monthly reports to the Health and Social Development Director, containing both narrative and statistical information.

Duties and Accountabilities:

  • Ability to maintain a high level of respect and confidence from clients and the community.
  • Participate in community activities and functions as required by Seabird Island and Chief and Council, including but not limited to Seabird Island Festival, and the Seabird Island Open House.
  • Support the relationship between the agency and the community by demonstrating respectful, courteous, and cooperative behavior when interacting with participants, visitors, and other employees.
  • Maintains strictest confidentiality.
  • Work in compliance with the Occupational Health and Safety Act, and other applicable legislation, department policies/procedures/practices, operational guidelines, and perform safe work practices.
  • Ability to deal effectively with staff, all departments, other levels of government, contractors, architects and/or consultants, community groups/stakeholders, volunteers, and the public.
  • Ability to attend evening and weekends as needed.
  • Perform other duties as assigned in accordance with department and corporate objectives.
  • Other duties or responsibilities as assigned by your Supervisor, Manager, Director, or the ED.

WHAT YOU BRING

Education

  • Bachelor’s Degree in a human service field. Master’s level education would be an asset.
  • Current CPR Certification, Naloxone, and First Aid Certification.
  • Valid BC Driver’s License, Class 5 & clean Driver’s Abstract
  • Satisfactory Criminal Record Check with Vulnerable Sector - CRRP

Experience


  • A minimum of 5 years’ experience in a Social Work, Counseling, Mental Health services, Justice, community wellness, or other related field.
  • 5+ years’ experience supervising staff working in multiple related disciplines.
  • Coursework and professional experience that indicates knowledge of crisis intervention, and court systems.
  • Experience working with Indigenous clients in crisis situations.
  • Experience working with counsellors an asset.
  • Must have a strong understanding of finances, budgeting, event operation budgeting and proposal writing.
  • Knowledge, respect, and understanding of Stó: lō culture, history, traditions, and language is considered an asset
  • Experience working with First Nations community is considered an asset

  • A detailed and professional understanding of family dynamics, intergenerational trauma, healthy parenting models.
  • Understanding of the family structure and systems to solve complex family and relationship issues.
  • Ability to direct activity and programming that support family members in building self-worth, resilience and boundaries.
  • An understanding of the standard expectations of the counseling profession.
  • Solid understanding of and sensitivity to the experiences of Indigenous peoples in Canada, and the impact of the legacy of Residential Schools and the “Sixties Scoop” upon them is essential.
  • Knowledge of service delivery and strong cultural and circle facilitation skills.
  • Ability to guide and support individuals in their desires and efforts to embrace cultural values and traditions.
  • Knowledge of the principles, procedures, and best practices in Community Mental Health along with an intimate knowledge of court systems, justice, and privacy requirements.
  • Excellent organizational skills, attention to detail, analytical and problem-solving skills.
  • Must be able to apply principles of critical thinking to a variety of practical and emergent situations and accurately follow standardized procedures that may call for deviations.
  • Must be able to apply sound judgment beyond a specific set of instructions and apply knowledge to different factual situations.
  • Must be always alert; pay close attention to details.
  • Must be able to work under stress on a regular or continuous basis.
  • Ability to work with confidential and sensitive information.
  • Familiarity with Occupational Health & Safety Act; understand and abide by applicable fire regulations.
  • Knowledge of the Stó:lō Nation culture, traditions, and language
  • Participate in community activities and functions as required by SIB and Chief and Council, including but not limited to Seabird Island Festival, and the Seabird Island Open House.
  • Proficient computer skills including Microsoft Office 365 Suite (Word, Excel, and Outlook.

REPORTS TO: Director of Health & Social Development


DIRECT REPORTS: Family Development Supervisor, Counsellors, Sexual Violence Team, Child Protection Team.
