A large and complex organization, eHealth is comprised of 30+ clinical and non-clinical program (service) areas that all work together to support health care providers and teams across the province in delivering the best possible care to patients, providers, citizens, and health system users. Programs range from primary care to acute care, and includes laboratories, pharmaceuticals and diagnostics. Additional programs that also support patient care and information include Virtual Care, the MySaskHealthRecord, and the Provincial Electronic Health Record. eHealth is also responsible for the administration of various pieces of legislation to manage the registration of/changes to all vital event records (e.g. birth, marriage, death, etc.), registration of legal name changes, registration of adoptions, and for maintaining the provincial health registry for health services eligibility and distribution of health services cards.

The eHealth teams engage directly with health system partners and other stakeholders both provincially and federally to ensure all services are delivered efficiently and effectively.

About the Role
The Manager of IT Architecture - Planning reports to the Executive Director of Architecture, Standards & Planning, and provides leadership, knowledge, and direction to employees and the organization and its processes to ensure the services they provide fit with the overall strategic direction of eHealth Saskatchewan.

This role is responsible for overseeing the planning and implementation of information technology planning and initiatives to support the organization's digital health strategies. This role would involve working closely with business leaders and stakeholders to understand their needs and requirements, identifying opportunities for improvement, and aligning technology solutions with overall business objectives.

Responsibilities
  • Serve as a leader for IT planning, and a key member of the business development team.
  • Hire, enable, and develop an industry-leading team.
  • Develop and maintain the organization's IT strategic plan, including identifying key technology initiatives, defining project timelines, and managing resources to ensure successful delivery.
  • Partner with business leaders to identify and prioritize technology solutions that support business objectives, including evaluating new technologies and making recommendations for adoption.
  • Develop an annual work plan in consultation and collaboration with external and internal stakeholders, including objectives, timelines, and outcomes.
  • Track the progress of teams, report on delivery estimates, and communicate progress to relevant stakeholders.
  • Establish and lead committees and working groups to support IT planning, development, evaluation, and quality improvement as needed.
  • Analyze data and develop reports for utilization management, quality assurance, demand and capacity analysis, and program evaluation.
  • Prepare, control, and evaluate annual staffing and operating budgets, completing budget forecasts and variance reporting for the services/programs they oversee.
  • Set performance expectations for individual staff members, identifying short and long-term goals, conduct annual performance reviews, and provide ongoing feedback and leadership regarding performance expectations.
  • Develop communication plans to ensure transparency to stakeholders and improve services delivered.
Basic Qualifications
  • 5 years in a management role.
  • Degree in Business, Computer Science or Engineering, or other related equivalent, or related professional designation and certifications from an accredited institution, or years of employment experience equivalent to the above.
  • Experience leading or advising on large complex transformations.
  • Adept at communicating across technical and non-technical audiences, including executive level stakeholders or clients.
  • Success hiring, developing, and retaining high quality talent.
  • Strong verbal, written and presentation skills.
Preferred Qualifications
  • 5 years of experience in IT planning, project management, or a related field.
  • Knowledge of IT governance and risk management best practices, as well as relevant regulations and standards.
  • Familiarity with healthcare and digital health technology trends and best practices.
