About Us


The Adult Education Division (AED) is dedicated to improving the education and employment prospects of Nova Scotia's adults by funding, developing, and coordinating adult education programs and services, promoting family literacy, supporting the recognition of prior learning and international qualifications, and ensuring fair registration and labour mobility practices. These programs help build and support a diverse and inclusive workforce.


The division coordinates the Nova Scotia School for Adult Learning (NSSAL), administers the General Education Development (GED) testing program, supports capacity-building through the Recognition of Prior Learning (RPL) funding program and the International Qualification Recognition (IQR) program, and ensures fair registration and labour mobility practices through the administration of the Fair Registration Practices Act (FRPA) and the Canada Free Trade Agreement Implementation Act labour mobility provisions.

About Our Opportunity


The Manager, Recognition of Prior Learning (RPL) and Labour Mobility (LM) reports to the Director, Adult Education and is responsible for the management of labour mobility programs through the successful implementation of the Labour Mobility Chapter of the Canadian Free Trade Agreement (CFTA) and Nova Scotia’s Fair Registration Practices Act (FRPA) as well as the coordination and delivery of the recognition of prior learning funding program and the international qualification recognition (IQR) funding program. This work helps build and support a diverse and inclusive workforce. To be effective in this role, the manager must coordinate the division’s work with multiple provincial departments, self-regulating bodies across the province, immigrant settlement agencies, and post-secondary institutions.

Primary Accountabilities


  • Designs and implements administrative policy, processes, accountability structures and messages respecting labour market-related initiatives, programs and services required to support government priorities, and to meet the labour mobility requirements as outlined in legislation and negotiated agreements .
  • Influences policy and investment strategies regarding labour market programs, initiatives and strategies by providing advice to Senior Management and various working committees, and by developing and maintaining positive professional relationships with internal and external partners.
  • Negotiates and manages funding agreements with education and training institutions, industry associations, regulatory bodies, sector councils, and other service providers responsible for the provision of training, RPL and/or IQR programming.
  • Ensures the effective and appropriate implementation of labour market policy by providing expert advice on the interpretation and resolution of complex labour mobility complaints as well as training for provincial stakeholders and regulatory bodies.
  • Ensures the effective management of human and financial resources.

Qualifications and Experience


You possess a post-secondary degree in a related discipline (such as but not limited to public administration) plus several years of related management experience; or an acceptable equivalent combination of training and experience.


The Manager must have a broad understanding of labour market issues and demonstrate substantial knowledge of recognition of learning frameworks within Nova Scotia and beyond. You will have considerable experience in human resource management, financial management, and program development, implementation, and evaluation.


You have strong knowledge and experience interpreting legislation, government programs, and policies. You must be able to formulate policy and provide strategic advice on RPL and labour mobility matters to Senior Management.


Excellent communication skills are essential. You can lead consultations and establish effective working relations with a broad range of stakeholders.

Pay Grade: EC 12

Salary Range: $3,458.20 - $4,322.75 Bi-Weekly
