DIRECTLY RESPONSIBLE TO: Treasurer

INDIRECTLY RESPONSIBLE TO: Chief Administrative Officer/Clerk

MAIN PURPOSE:

Manages the tax billing and collection system, produces reports for both internal and external uses, provides assistance to department managers, provides other services to support the department managers and back up administrative support services.

KEY RESPONSIBILITIES:

Tax Collection

1. Preparation and maintenance of the Collectors Roll along with both the interim and final tax billing notices for property taxation; review and implement any Provincial regulations including evaluation and use of tools provided for calculation.

2. Handle inquiries regarding account balances and assist customers with property assessment forms.

3. Set-up and process pre-authorized tax payments and mortgage payments.

4. Calculate minutes of settlement, vacancy rebates, supplementary assessments and write-offs for tax billings and update assessment rolls appropriately.

5. Prepare tax file inserts for mailing to taxpayers (information material).

6. Ensures diligent pursuit of collection policies designed to minimize tax sales by preparing reminders to pay as required for overdue accounts, including yearly auditor's statement (verification notices), regularly review collections, etc.

7. Assist the Treasurer with the sale of property in compliance with the provisions of The Municipal Tax Sales Act. 2

8. Maintain liaison with the Assessment Office relating to assessment roll, such as land apportionments, schoolsupports, property ownerships and errors in the roll through constant contact and discussion.

Planning, Budgeting, Forecasting

9. Assist in the preparation and consolidation of annual budget, including maintenance of budget software.

10. Assess and evaluate projects and financial implications.

11. Develop year-end estimates and forecasts based on adopted budget.

Period Close & Financial Reporting

18. Support monthly and year-end close.

19. Prepares financial reports and claim forms for Federal and Provincial Ministries and various other funding programs.

20. Liaisons with Federal and Provincial Ministries in regards to financial reports and claims.

21. Assists in preparation of the Annual Financial Reports and related Financial Information Return.

22. Provides support to departmental managers with financial and reporting matters.

23. Prepares monthly and quarterly financial reports as well as any journal entries required and any other ad-hoc reports and analysis.

Financial System/Policies

24. Analyze existing policies and procedures to identify improvements and implement approved policy and procedure changes.

Other

25. Performs such other duties as assigned.

EDUCATION/EXPERIENCEISKILLS TRAINING

  • Post-secondary education in business, finance or accounting or has three (3) years experience in a similar position.
  • Sound understanding of Generally Accepted Accounting Principals (GAAP).
  • Knowledge of all accounting procedures from basic journal entries and financial statement preparation. * Excellent oral and written communication skills
  • Excellent spreadsheet skills to enable both the creation of reports and the ability to read reports.
  • Excellent organization, communication, and interpersonal skills.

WORKING RELATIONSHIPS:

Internal: Department Heads, support staff, members of Council

External: Government ministries and agencies.

WORKING CONDITIONS:

40 hour per work week salaried position.

Deadlines and peak workload demands are prominent.

Required to attend one evening meeting per month as part of salary.

Job Type: Full-time

Salary: $59,712.76-$68,232.88 per year
