Reporting to the Chief Administrative Officer (CAO), the Director, Information and Technology (Director IT) acts in the capacity of technology Subject Matter Expert for members of the Division. In alignment with institutional systems, they lead and develop Information Technology (IT) staff in the continuous operation and evolution of unique and autonomous platforms within the Division, e.g., lifelong learning student information systems (SIS), Customer Management Systems (CRM) in addition to data analytics and other integrated systems and cloud services. With high-level autonomy, the Director is responsible for: IT planning and governance; business investment as a technology solution and strategic systems; information and security; and effective IT client service delivery and support. The Director is also responsible for the IT budget in alignment with identified strategic priorities of the Division and to that of the institution ensuring that IT goals, objectives and activities are aligned to those objectives whilst being transparent about identified business investments, cost/benefits, and risks.


Working collaboratively across the Division, the Director will define and implement the Division’s information architecture and ensures that the technological direction is stable, cost-effective, and integrated. The Director will oversee the development of process and practices that supports the efficient and effective implementation of core systems and leverage technology opportunities.


The Director will move forward activities within the Division’s Solution Development and Strategic Systems Support Team, manage team activities and work closely with the CAO to establish annual work plans. The Director will provide direction over the Division’s IT Service Support Desk and ensure that a high service approach is taken ensuring a culture of positive service within the IT Department.


Qualifications:


EDUCATION:

  • Bachelor's degree in Computer Science, Management Information Systems, or a closely related field or equivalent combination of work experience. Master’s Degree is highly desirable.


EXPERIENCE:

  • Ten (10) years of hands-on experience managing mid to large-scale information technology projects, including complex cross-functional and cross-organizational projects, staff and external resources.
  • Seven (7) years experience in an IT management role, overseeing the daily IT operations, end user support, staff management and training preferably in a unionized environment.
  • Experience with leading IT RFPs.
  • Experience negotiating with vendors.
  • Extensive experience managing Student Information System (SIS) at any enterprise scale Higher/Continuing Education institution.
  • Extensive experience with Higher/Continuing Education Catalog Management (Program/Course Offering) System and Integration.
  • Experience implementing solutions like Course Evaluation System, Bulk Messaging Platform (SendGrid/Active Campaign), Micro Credential (BC Diploma/My Cred), Shibboleth (SSO)is an asset.
  • Five (5) years experience as SharePoint Site Collection Admin and Implemented Enterprise Site and Permission Design.
  • Five (5) years experience of BI (Tableau/Power BI) Site Admin with extensive experience of underlying complex data structure and optimizing performance.
  • Experience with LMS (Canvas) and integration with SIS.
  • Extensive experience of automated secure electronic document management solution (DocuSign/Adobe etc.).
  • Understanding of Credential Evaluation Management Process and Implementation Experience is an asset.
  • Extensive experience (or 3+ large scale projects) implementing CRM applications such as Microsoft CRM, Salesforce, Sales Logix, Onyx, ServiceNow, Zendesk etc.
  • Cloud strategy, architecture and technology adoption experience.
  • Experience developing and implementing strategic plans.
  • Advanced experience in following industry standard IT project management best practices and principles.
  • Experience in business process analysis, data architecture design and development as well as the implementation of workflow enabled solutions.
  • Strong understanding of Software development lifecycle in accordance with industry best practices and standards.
  • Excellent understanding of Agile principles, specifically Scrum and Kanban.
  • Demonstrated ability to apply IT in solving business problems.
  • Experience recommending new technology and processes which will improve customer service, reduce costs and/or provide a competitive advantage.


SKILLS & COMPETENCIES:

  • ITIL Certification.
  • Experience in database development, relational database design, and system integration.
  • Knowledge of ETL and/or ESB technologies such as Informatica, TIBCO, Talend, SAP, IBM, WSO2 or equivalent.
  • Knowledge of popular hosting companies such as Pantheon, Acquia, WPEngine, as well as cloud hosting companies such as AWS.
  • Familiarity with IT, IT Security, and Compliance frameworks and standards such as: COBIT, CIS, NIST, PCI-DSS.
  • Knowledge of Drupal 7+8, Wordpress, and other widely used CMS solutions.
  • Knowledgeable of Microsoft development products and features including, SQL Server, SQL Profiler, Exposure to SharePoint (Object model, web services and client object model).
