Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Our Capital Projects Commercial Management Office is seeking a Director to lead the development and implementation of Commercial Management strategies for the business unit and plans supported by the development of policies, systems and practices to achieve optimal return on investment.

Reporting to the Vice President, Capital Projects Commercial Management, the Director will provide strategic direction and management of commercial decision-making for the business unit, coordinate commercial leadership across the corporation and provides strategic and commercial advice to support the implementation of, and adherence to, effective Commercial Management plans.

What will I be doing?
  • Directs and leads the commercial management team, throughout the lifecycle of all contracts / projects, and ensures there are effective and efficient policies, procedures and best practices in place to establish and maintain that function.
  • Leads the development and implementation of appropriate commercial management plans and strategies in order to maximize funding opportunities and related value, while minimizing risk to Metrolinx. Communicates expectations and obligations through Senior Executives and managers, and monitors and reports on performance to optimize value and support continuous improvement initiatives; Provides approval and/or recommendations for approval on recommended changes or enhancements.
  • Identifies emerging problems, reports contractual claims and leads the management and resolution of legal and/or commercial disputes involving Vendors
  • Administers all operational contract costs to ensure proper monitoring, control and review against approved budgets and ensures that financial status is accurately reported by the project teams, including adherence to guidelines from sponsoring government bodies.
  • Leads the resolution of issues of corporate significance, as required to recover or protect Metrolinx’s commercial reputation, and ensure value for money and sound commercial decision-making.
What Skills and Qualifications Do I Need?
  • Completion of a degree in Engineering, Business Administration or a related discipline – or a combination of education, training and experience deemed equivalent; Graduate level degree is an asset .
  • Minimum ten (10) years’ related experience in a public transportation development, operational and/or construction environment with experience and measured success in the application of commercial management methodology in the context of multi-million-dollar projects; experience in the transportation industry and public sector is an asset.
  • Licensed Professional Engineer recognized by the Province of Ontario (P.Eng.); Project Management Professional (PMP) or international equivalent accreditation an asset; Chartered Management Accountant (CMA) or similar professional accreditation an asset .
  • Canadian Rail Operating Rules (CROR) certification would be an asset .
  • Transit experience is required, including expert knowledge of transit-related construction, engineering and/or operations.
  • Knowledge of relevant legislation, policies, procedures, professional or technical practices and precedents (e.g. Metrolinx Act, Places to Grow Act, Planning Act).
  • Knowledge of human resources legislation (e.g. Employment Standards Act, Ontario Human Rights Code, Occupational Health & Safety Act, etc.) and collective agreements to manage and direct project team employees, consultants, designers, and contractors.
  • Knowledge of regulatory, legislation, building codes, legal, and financial issues and government bodies, external agencies, and partnering transit organizations involved in developing public transportation systems; knowledge of construction engineering principles and best practices.
  • Advanced skills in the development and communication of the best practices for the application of railway contract administration policies and procedures.
