Tri-global Solutions Group Inc. is seeking three (3) Senior Technical Analysts to join our team at Service Alberta (Government of Alberta).

The successful contractor(s) have an anticipated October 1, 2022 start date. All contacts have a 6-month extension available.

NOTES ON LOCATION: Resources will work remotely, though must be available for onsite meetings if/when required (108 St. Building - 9942 108 St NW, Edmonton, AB). Work must be done from within Alberta, due to network and data security issues.

PROJECT OVERVIEW

We require three (3) Senior Technical Analysts to join our team and assist with project delivery of the IMT Sector ministry projects to Modernize & Enhancements of GoA Service Delivery within the ministry of Service Alberta.

Initiatives to Modernize & Enhancements of GoA Service Delivery include multiple Department applications including the following:

Position #1 (Initial Term End Date: March 31, 2023)
• GS-SA-OAG Risk Assessment of GoA Applications

In July 2020, at the direction of the CISO, the Sector Information Security Officer (SISO) team developed and undertook a 3 year plan to complete all the required risk assessments for their respective sectors by March 31, 2023 or sooner to meet an Officer of the Auditor General (OAG) finding. This effort and the learnings has been leveraged to develop a unified plan (this plan) and optimize Cybersecurity Branch resources to complete the project objective by March 31, 2023

Position #2 (Initial Term End Date: March 31, 2023)
• BERNIE - Program Funding; Digital Regulatory Assurance System (DRAS) - Integration

GoA is transforming the work of government to deliver simpler, more efficient and better services for the citizens of Alberta in the digital age. A fundamental part of achieving this strategy is implementation of a few key business platforms that will be leveraged organization-wide to support business capabilities in a cohesive manner enabling GoA teams to deliver programs to our citizens. Priority programs, including Digital Regulatory Assurance System (DRAS), Enterprise Service Management (ESM) and Contact Center programs, will be delivered using newer development methods including agile methodology and service design, and emerging technologies.

Position #3 (Initial Term End Date: December 31, 2022)
• Kananaskis Access Pass / Automatic License Plate Recognition Implementation

The purpose of this project is an implementation for Kananaskis Country access passes compliance and enforcement, in a holistic view with the other Parks initiatives such as RAP Phase 2 Add to Cart, Point of Sales for Parks, etc.

  • Background:

Vehicles parked at provincial park and public land sites in Kananaskis Country and the Bow Valley require a Conservation Pass as of June 1.

  • Vision:

Deliver an Automated License Plate Reader (ALPR) compliance solution and operationalize the business processes required to enforce KCP purchases.

DESCRIPTION OF SERVICES

Responsible for taking business requirements and translating them into technical requirements and solutions.

  • Create project documents and associated planning documents.
  • Create stakeholder analyses.
  • Lead consultations and facilitate stakeholder meetings.
  • Create business requirements, functional specifications and technical requirements.
  • Create new business and technical processes and complete business process reviews/re-engineering for existing processes.
  • Facilitate business process improvement sessions.
  • Assist in the development of new IT services.
  • Schedule, organize and lead project status meetings and other meetings as required.
  • Provide support by bridging communication between vendors, client ministries, and corporate technical and business teams.
  • Escalate unresolved issues/risks, options and recommendations.
  • Responsible for business architecture design, software system specifications design, and database modelling.
  • Participate iterative development using model-based processes .
  • Perform project management, business and technical analysis and systems design in delivering complex software solutions spanning n-tier development environments.
  • Produce project artifices with XML; UML and/or other web-services technologies.
  • Prepare, update and manage documents defining the business requirements, software requirements, functional design, and project plans and schedules reflecting achievable deliverables for the applications.
  • Prepare regular project status reports indicating project deliverables, possible risk and issues, time-lines and anticipated effort.
  • Ensure appropriate project communication occurs to all parties involved during all phases of the project.
  • Identify required user training.
  • Additional responsibilities as required by the Project Manager for a Business Analyst or Lead Technical Analyst role

MANDATORY SKILLS

- The proposed resource must meet or exceed one of the following: (4+ years)

  • University graduation in business, management or a related discipline and 4-yr Technical Business Analyst (BA) experience;

OR

  • 2-yr diploma in business, management or a related discipline and 6-yr BA experience;

OR

  • 1-yr certificate in business, management or a related discipline and 7-yr BA experience;

OR

  • 8-yr BA experience

- Experience as a business analyst translating business requirements into detailed technical requirements in an enterprise environment (8+ years)

- Experience with written and verbal communications including specific experience in drafting strategic business and technical documentation (5+ years)

- Experience in facilitating and managing business process development and process re-engineering workshops and sessions (5+ years)

- Experience in gathering requirements from a diverse group of stakeholders across ministries or departments (5+ years)

- Experience in developing integrated system and technical design specifications on complex engagements (3+ years)

- Available to lead frequent (daily) face-to-face meetings with clients and technical teams located in Edmonton, as required.

DESIRABLE / NICE TO HAVE SKILLS

- Experience in the development of project documents for a wide variety of initiatives and projects (strategic, business improvement, information technology, etc.) (5+ years)

- Experience in facilitating meetings and communicating with senior management and project stakeholders (5+ years)

- Experience in the design, development and implementation of complex IT solutions (5+ years)

- Experience with development and implementation of content management, document management, records management, information management processes in applications (5+ years)

- Experience working in or for the public sector (2+ years)

- Experience with IT service management, IT service management applications, IT application development and maintenance projects (4+ years)

- Experience working within an agile development environment (4+ years)

- Experience with User Acceptance Testing processes on large, complex, multi-stakeholder environment (4+ years)
