Responsibilities could include but are not limited to:

· Coordinating and preparing documentation in response to scheduled and unscheduled reports, returns and observations to update management on initiative progress.

· Planning and coordinating the activities of initiative personnel, internal customers, contractors and other support providers.

· Developing, planning, analyzing, evaluating and prioritizing deliverables and requirements.

· Determining and obtaining budgetary requirements, composition, roles, responsibilities and terms of reference for the team.

· Planning, directing and controlling the activities of a initiative team within scheduled time and cost parameters.

· Monitoring the design, implementation and operations start-up of the initiative against established goals, objectives and milestones.

· Reporting progress of the initiative on an ongoing basis and at scheduled points in the life cycle.

· Meeting with stakeholders and other initiative managers and stating problems in a form capable of being solved.

· Preparing plans, charts, tables and diagrams to assist in analyzing or displaying problems.

· Formulating and managing initiative plans by defining deliverables, identifying key milestones, reviewing initiative progress, and engaging in ongoing risk management.

· Coordinating and directing initiative team(s) in order to meet initiative objectives for content, quality, costs, and schedules.

· Ensuring management staff is provided with timely and accurate initiative information and status updates.

· Contributing to the organization's strategic and business planning initiatives (e.g., identifying strategic goals and objectives and implementing initiatives to achieve them, Policy Development, Standards Development and Program Review).

· Developing and maintaining initiative schedules, documentation and a Master Schedule of all initiatives and resources if more than one initiative. Reviewing and analyzing Business

requirements (strategic, tactical and operational).

· Develop options and analyzing them against business requirements, supported by cost analysis.

· Modeling contingency plans (what-if scenarios) and make recommendations.

· Meeting with various stakeholders within the organization to gather information, elicit requirements, collect opinions, provide information and/or perform presentations based on the work plan/schedule.

· Developing and document statements of requirements for considered alternatives / deployment options.

· Delivering of various operational and PMO related process improvements.

· Status updates to the Initiative/Technical Authority on identified deliverables

Skills/Experience Required:

· The proposed resource must hold a undergraduate degree in the field of Engineering or computer science

from an accredited institution;

· The proposed resource must have experience as a special advisor to a Director + or

equivalent for the strategy & implementation of large enterprise-wide transformational initiatives valued at greater than $100M;

· The proposed resource must have at least three initiatives within the past five (5) years and significan

experience in leading the technical, engineering & design of a large- scale initiatives

($100M+) in a public sector context;

· Must have 5 initiatives in leading the technical delivery of IT enabled initiatives. Each initiative must include

6 of the following activities:

o Managing the initiative delivery, feature content and resources;

o Meeting, interviewing and capturing requirements of Statement of Work (SoW), charter and scope;

o Negotiating SoW for each contract and mapping to a Work Breakdown Structure (WBS)

o Negotiating initiative resources, schedules and approved Resource Allocation Matrices (RAM),

test plan and QA criteria;

o Creating application documentation, release notes, installation guidelines, etc;

o Setting and managing support level agreements in conjunction with 2nd and 3rd level support,

pre – and post-sales support and technical delivery support for clients;

o Reviewing and approving Organizational Breakdown Structure (OBS), Responsibility Assignment

Matrix (RACI) and other initiative control documents;

Preparing and communicating plans, progress and developments to client and integration team

including risks to critical paths

· Must have a prepared Security Authorization and Authentication (SA&A) at the Protected level for

at least 2 initiatives.
