Tri-global Solutions Group Inc. is seeking one (1) Senior Project Manager to join our Service Delivery team at Service Alberta (Government of Alberta) to support Cloud Data Enablement.

The successful contractor(s) have an anticipated December 1, 2022, start date for an initial 4-month contract (ending March 31, 2023 - aligning to Government year-end) with 6-month extension available (total contract term up to 10-months).

NOTES ON LOCATION: Resource will work remotely, though must be available for onsite meetings when required. Remote work must be done from within Canada, due to network and data security policies. Client is located in Edmonton, AB. Standard Hours of work are 08:15 -16:30 Alberta time. The client does not pay for travel to attend on-site meetings. The client prefers if the successful candidate use their own equipment, though the client will provide laptop/desktop if necessary.

PROJECT OVERVIEW

The Technology and Innovation IMT requires Information Technology (IT) professional resource to provide Senior Project Management services for the project delivery of the Technology and Innovation IMT ministry projects to Modernize & Enhancements of GoA Service Delivery within ministry of Technology and Innovation.

Initiatives to Modernize & Enhancements of GoA Service Delivery of Department application including the following:

Responsible to lead and deliver data driven technology projects in collaboration with Data Engineering platform teams to provide a high quality data and a data-product/data platform. This resource will also be responsible for setting up an operations framework/processes and managing for completed data projects and to manage the data platform. Current data platform is Microsoft Azure..

Senior Project Manager is required to plan, coordinate, analyze and manage multiple IMT projects. Key activities include requirements gathering, planning, coordinating, and project management to effectively support department priority project. The Senior Project Manager is to provide Project Management support of the mandated project by providing governance, prioritizing, monitoring and reporting of the Initiative.

The Project Manager’s primary role will be in the planning and coordinating of the development and delivery of data project deliverables.

The resource will support various IMT initiatives identified through intakes from the Business Relationship Management team and prioritized through IMT Governance mechanisms.

ADDITIONAL DETAILS

Project deliverables include requirements gathering, planning, coordination, analysis and project management of IMT initiatives supporting the Technology and Innovation IMT Project implementation. Defining and meeting all scope requirements, budgets and timelines. Ensure all defined business and technical requirements are met.

The Services to be provided by the successful Vendor’s resource also include but are not limited to:

  • Coordinate project activities and work with all stakeholders and vendors to ensure a highly coordinated and effective approach to planning and implementation of the Technology and Innovation IMT Project;
  • Support other project teams and business areas within Technology and Innovation and stakeholders that are dependent on the Technology and Innovation IMT Project Implementation Initiatives;
  • Plan and attend regularly occurring status meetings with team members to track progress, issues, and assignment of action items;
  • Manage dependencies, key milestones, and risks for the Technology and Innovation IMT Project Implementation Initiatives;
  • Create and deliver presentations using Microsoft products (e.g. PowerPoint) in support of the initiative as requested by the Director, Portfolio Development;
  • Prepare briefing notes using Technology and Innovation Templates and Microsoft Word as required;
  • Provide assistance and expertise in reviewing and negotiating service requests with the vendor to ensure business needs are met and that Technology and Innovation is receiving good value;
  • Advise the Director, Portfolio Delivery on all Technology and Innovation IMT Project Implementation Initiatives matters as they relate to Technology and Innovation.

DESCRIPTION OF SERVICES

Responsible for the coordination and completion of IT projects. Oversees all aspects of projects. Sets deadlines, assigns responsibilities, and monitors and summarizes progress of project. Builds and maintains working relationships with team members, vendors, and other departments involved in the projects. Prepares reports for upper management regarding status of project.

  • Compile project charters and business/project plans to support activities, including the most suitable approach to be used in the development of each applicable project, to ensure business objectives and data integrity are achieved.
  • Manage project(s) that will document business requirements, design and deliver IT solutions that are compliant with and contribute to the Ministries’ enterprise architecture.
  • Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences and the methodology to be applied.
  • Produce and package deliverables for presentation to various internal support teams, steering committee, and other project stakeholders.
  • Manage multiple projects, project resources and project governance.
  • Work with project sponsors to ensure that effective project communication exists through the duration of the project including escalation of risks as required.
  • Take responsibility for ongoing client satisfaction – manage peer-level client relationships and overcome hurdles to ensure win-win solutions.
  • Collaborate with business and IT leadership to develop a well-defined project plan that clearly states the project’s objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.
  • Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders.
  • Document and report project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks.
  • Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of project tasks.
  • Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.
  • Develop, as required, related requirements documentation.
  • In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.
  • Provide leadership and assistance to business and project teams that require change management and communication support.
  • Work within the standards defined by the project management office and in the absence of standards work with the project management office to define new standards.

MANDATORY SKILLS

- Proposed resource must meet or exceed one of the following: (8+ years)

  • University graduation in business, management or related discipline & 4-yr Project Management (PM) experience;

OR

  • 2-yr diploma in business, management or related discipline & 6-yr PM experience;

OR

  • 1-yr certificate in business, management or related discipline & 7-yr PM experience;

OR

  • 8-yr PM experience.

- Experience working as a Project Manager on a large complex software application development project in an environment of similar size and complexity to the Government of Alberta (8+ years)

- Experience managing multiple projects concurrently (8+ years)

- Experience defining project vision, scope and goals in collaboration with business stakeholders (8+ years)

- Experience developing project deliverables including project charters, business cases, briefing notes, status reports, risk logs and project closures (8+ years)

- Experience managing custom application development projects with at least 5 team members (8+ years)

- Experience successfully implementing IT solutions in an environment with project resources from across multiple teams or organizations (8+ years)

- Proposed resource must work from within Canada, due to network and data security policies

DESIRABLE / NICE TO HAVE SKILLS

- Experience developing and maintaining positive stakeholder relationships across and outside the organization, including executive level (7+ years)

- Experience leading project governance, change management and communication activities (5+ years)

- Experience as project manager managing agile projects (5+ years)

- Experience working on Data platform projects e.g., Microsoft Azure (3+ years)

- Experience making decisions and recommendations on highly technical or complex business issues and without formal guidelines or precedents and exercises resourcefulness (4+ years)

- Experience conducting, facilitating and interpreting impact and risk assessments (4+ years)

- Experience creating and managing project forecasts and budgets (4+ years)

- Currently active PMP or PGMP Certification as issued by the Project Management Institute or equivalent (attach a copy of the certificate)
