GENERAL DESCRIPTION:


The Senior Manager, Parks, Roads and Rural Operations directs the overall vision of the Parks, Roads and Rural Operations Branch within the Public Works Department. The incumbent aligns the branch with the department’s overall goals and the Municipal Strategic Plan. Ensures that employees are carrying out the proper functions to allow the department to provide efficient, innovative, and influential service delivery.


RESPONSIBILITIES:


Primary responsibilities for the role include:


Leadership, Planning, and Development:
Contributes to the overall leadership and strategic direction of the Municipality as a supporting member of the Senior Leadership Team. Mentors municipal managers regarding roads, traffic, parks and recreation, rural and Fort Chipewyan Hamlet, Public Works operations and maintenance. Develops and implements performance measures that will provide clear objectives and goals to increase staff skills and knowledge in functional areas and build service potential. Provides leadership, expertise, and advice to internal stakeholders. Maintains relationships and communications on behalf of the department and the municipality with other government offices including federal, provincial, First Nations, and other municipalities. Analyzes and interprets legislation, regulations, and industry practices.


Financial, and Administrative Management:
Responsible for overall service delivery of Public Works programs in the areas of road and traffic operation and maintenance, parks operation and maintenance, recreation programming, and environment servicing in the urban and rural areas. Develops and maintains knowledge of Municipality functions in order to ensure the Parks, Roads and Rural Operations Branch is delivering optimal service to customers and stakeholders. Accountable for Parks, Roads and Rural Operations Branch achieving its strategies and tactics to deliver on defined goals and objectives. Supports and guides development of the Public Works departmental and branch budgets, policies, processes, and projections. Prepares and/or directs the preparation of reports and their presentation to council, senior leadership, and stakeholder groups for acceptance and to implement associated recommendations and deliverables. Develops solutions to road, traffic, park, recreation, and environmental services issues in the urban and rural areas.


Departmental Development
: Initiates, develops, and adjusts Parks, Roads and Rural Operations strategic plans, goals, and objectives to create a blueprint that will assist the Municipality in achieving its goals. Provides support for complex or difficult issues and projects. Introduces and maintains best practices. Facilitates a pro-active and strategic role, rather than a reactive role. Develops, implements, and supports enforcement of environmental bylaws and regulations in the rural areas. Ensures responsible environmental policies, plans, standards, and operations as they relate to physical, chemical, and biological processes and cycles. Collaborates with Environmental Services Branch in urban areas to ensure consistency of service delivery standards in rural areas. Responsible for management of staff performance and succession planning, and adhering to administrative and budget controls.

KNOWLEDGE, SKILLS, AND ABILITIES:


Candidates need to show evidence of the following:

  • Experience in introducing transformational change in a highly complex organization.
  • Excellent communication, interpersonal, leadership, problem-solving, negotiation, facilitation, and mediation skills.
  • Demonstrated ability to establish and maintain effective working relationships with managers, employees, leaders, and external contacts; interacts in a manner that builds trust, credibility, and rapport.
  • Ability to empower people, strong organizational skills, and employ innovative approaches to situations involving rapid change, shifting priorities, and/or simultaneous demands.
  • High emotional intelligence including the ability to deal effectively with ambiguity, remain calm and neutral in conflict situations.
  • Well-developed project management competencies.
  • Ability to operate within a politically sensitive environment and deal with sensitive and confidential issues.


EDUCATION AND EXPERIENCE:


  • Degree in Engineering, Business Administration, or Sciences is required.
  • Minimum of twelve (12) years concentrated and progressive experience in a Public Works management or operations capacity, preferably with a medium to large sized municipality/city or in the natural resources sector.
  • Experience in one of the following is required: roads and traffic maintenance, parks and recreation operations, rural public work operations or underground utilities services.
  • A minimum of five (5) years in a management role is required.
  • Experience working in a public-sector environment with unionized and non-unionized employees considered an asset.
  • An equivalent combination of education and work experience may be considered.


OTHER REQUIREMENTS:


  • Ability to provide a Criminal Record Check for review and acceptance.
  • A valid Class Five (5) Alberta Operator’s License is required as incumbent will be required to operate a personal or municipal vehicle for business use on a regular basis.

As an employee of the Regional Municipality of Wood Buffalo, the incumbent is responsible and accountable for knowing and working in accordance with the Health and Safety Directive. As per Section 2 of the Occupational Health and Safety Act, the incumbent shall ensure, while in the employ of the Regional Municipality of Wood Buffalo, the health and safety of employees, contractors, and the public.


This position is employed in a supervisory capacity. As such, the employee is required to obtain additional safety training in accordance with municipal procedures and directives.
