The Opportunity

MacEwan University is seeking a Senior Advisor, Procurement and Contract Services for a full-time, continuing opportunity with our Finance Department. The Senior Advisor will work closely with other team members and the Procurement Manager to develop and execute plans for competitive processes and contracting activities across the breadth of the University. Not confined to a particular area or commodity, the position will involve supporting and leading the highest priority and most complex competitive processes, working in concert with other related support areas (legal, IT, security, and privacy) to deliver on strategic organizational initiatives. The procurement team is evolving and will play a key role in the University’s Teaching Greatness - Strategic Vision 2030 (*https://www.macewan.ca/c/documents/strategic_vision_nov2021.pdf*).

This role will entail advising on, and seeking, opportunities to leverage procurement activities to meet the widely varying needs of stakeholders across the University and achieve the best overall value for University expenditures on goods and services, while adhering to legislative and policy requirements for public procurement.

Duties include, but are not limited to:

· Providing support and advice to MacEwan’s stakeholders on all aspects of contracting, procurement, and strategic business decisions, impacting internal decision-makers and vendors supplying goods and services to the University.

· Aligning strategic planning with practical implementation and ensuring that MacEwan’s requirements for goods and services are met through contractual obligations.

· Integrating business strategies into sourcing and contract documents.

· Facilitating competitive bidding processes, including bid document development, bid solicitation, evaluation, award, and debrief.

· Writing effective business agreements to ensure the needs of MacEwan’s faculties and departments are clearly defined and met.

· Diligently moving the business forward by improving processes, mitigating risks to the University, and containing costs.

· Taking pride in, and producing, high-quality work with attention to detail, as the consequences of the work product will impact operations and budgets.

· Facilitating stakeholder groups, including planning meetings, presenting relevant content, writing original communications, and facilitating vendor engagement.

· Providing support in contract, procurement, and supply management training and template review.

Skills

· Knowledge of business concepts and economic drivers that factor into business agreements.

· Demonstrated attention to detail and accuracy.

· Contract management experience, with the ability to incorporate technical and problem-solving skills.

· Critical thinking and quantitative and qualitative analytical skills, with the ability to identify key issues and risks, create practical options and recommendations, and develop strategic solutions.

· Collaborative verbal and written communication skills, with exemplary written work.

· The capability to work independently while completing complex tasks, knowing when to escalate risks and concerns through sound judgement.

· Accountability for work products and meeting timelines.

· Skills in the standard MS Office application suite, at a minimum MS Word, Excel, Outlook, and PowerPoint.

· Given the nature of the work, integrity and confidentiality are extremely important.

· Ability to be responsible for objective and ethical decision-making of very sensitive issues having an impact on major contract awards.

· A demonstrated ability to lead initiatives and operate in a service-oriented and client-centred environment.

· Strong conflict management and team facilitation skills to achieve consensus.

· A demonstrated ability to build positive relationships within the team and across the University within multi-disciplinary constituent groups.

Qualifications

· Formal training in Business (contract law, supply management or procurement).

· Ten years’ experience in leading competitive bid processes, writing resultant contracts based on an existing contract template, and five years’ experience facilitating procurement and contracts, and providing subject matter advisory services.

The following qualifications would be an asset:

· Experience working with negotiated requests for proposals.

· A Supply Chain Management Professional (SCMP) designation or equivalent designation.

· Successful track record of delivering on sourcing initiatives of significant value ($100M+).

· Experience in sourcing and contracting for a range of goods and services vs a single commodity type.

· Experience working in post-secondary institutions or public procurement.

· Experience using MS Access, SharePoint, Visio, and/or Project.

Salary: $32.70 - $47.57 per hour [MSA Band F (Steps 1-8)]; Please note, initial salary placement for external candidates is limited to the first five steps of the salary grid, at a maximum of $40.51 per hour.
