Basic Purpose

  • Ensures a safe worksite by providing leadership and administration of health, safety and environmental requirements.

Key Accountabilities/Responsibilities/Competencies

  • Collaborate with site staff and support leadership in the planning, implementation and coordination of effective health, safety and environmental programs related to assigned job site.
  • Continuously monitor and ensure conformity to all health, safety and environmental requirements.
  • Liaise with client safety representatives and regulatory officers.
  • Knowledge and adherence to FWS health, safety and environmental program.
  • Conduct daily safety orientations of employees, visitors, and sub-contractors as required.
  • Monthly preparation and distribution of safety statistics.
  • Monthly inspection and recordkeeping of fire extinguishers.
  • Verify workers are suitably trained for their tasks and maintain certification records.
  • Daily site walks and observational tours.
  • Perform weekly Safety Inspection, recording all violations and noting what remediation is required.
  • Ensure effective follow up that unsafe conditions are corrected.
  • Daily attendance and input at morning meetings – leads the “safety cross” and “safety share”.
  • Daily review and sign-off of field level hazard assessments.
  • Collaborate with the site team to document site-specific JHA’s, critical lift plans, and safe job procedures.
  • Each week, arrange, plan, conduct and document an effective safety meeting, along with the Superintendent and Lead Hand.
  • Work closely with subcontractor supervisors and their safety personnel to coordinate their safety program.
  • Review documented minutes of subcontractors toolbox meetings, and assist with corrective measures where required.
  • Establish emergency program with the Superintendent.
  • Maintain WHMIS program and material safety data sheets for all hazardous (controlled) products used on site.
  • Submit WCB paperwork to the Corporate HSE Lead.
  • Investigate incidents, obtain witness statements, verify information, and prepare investigation reports and injury reports, and follow-up as needed.
  • Provide primary first aid care for injured employees and maintain records of first aid given.
  • Administer and issue hot work and confined space permits and ensure stated safety precautions are in compliance.
  • Administer LOTO program where applicable.
  • Each month, facilitate OHSC meetings.
  • Submit safety supply needs to the Superintendent and maintain inventory of specialized safety equipment such as air monitors and AED’s.
  • Participate in Lean Construction meetings and advance jobsite planning and collaborate with leadership team to revise and update the PHRA (Project Hazard Risk Assessment).
  • Keep the safety communication board current and up to date.
  • Develop, foster and maintain positive relationships with the field crew.
  • Send in monthly COR reports.

Qualifications

  • Demonstrates honesty and integrity in all business interactions and strives to meet customer needs in a creative and safe manner.
  • Pleasant demeanour with an ability to handle multiple time-sensitive tasks while working within a team environment and independent.
  • Demonstrated knowledge of construction safety practices, regulations and techniques.
  • Standard First Aid certificate (preferably at an advanced level), CPR and AED training.
  • Effective verbal, non-verbal and written communication skills.
  • Effective negotiating skills, tact and diplomacy.
  • Persistent and assertive in implementing appropriate safety practices.
  • Average to advanced computer skills.
  • Valid driver’s license, reliable vehicle, and able to travel long distance is required.
  • National Construction Safety Officer Certification or equivalent.
  • 3-5 years’ experience in safety, managing aspects of onsite construction and the ability to provide oversight to develop site-specific safety initiatives, training and reporting procedures are an asset.
  • Construction trade not required, but would be an asset.

Other Information

  • This role is often a limited term assignment on a site, and may require extended stay at remote locations.
  • Physical requirements include heights, ladders, cold or hot weather, occasional lifting, daily walking and/or standing, visual acuity and good hearing.
  • Must be fit for work, in good health, and able to pass drug and alcohol screening.
  • This role will require roughly 80-20 split between boots-on-the-ground and site office work.
  • Other duties as assigned by Superintendent and/or HSE, Assistant Manager.
