Work Location: Toronto - 130 Bloor St W - 10th Floor (currently hybrid; subject to change). All applicants must be a resident of Ontario to be considered for roles at Ontario Health.

Ontario Health is seeking a Medical Information Officer to support the information services in the Health Technology Assessment Program (HTA). The Health Technology Assessment Program works to continuously improve the quality of health care in Ontario using established scientific methods to analyze evidence and develop assessments of new and existing health care services and health technologies. These reviews, called health technology assessments, also include recommendations to the Ministry of Health on whether these services and health technologies should be publicly funded.
Under the supervision of the Director, Health Technology Assessment Program, the Medical Information Officer will work closely with medical librarians and other team members to provide specialized medical reference and information services with a focus on searching the medical literature to support literature reviews and other information needs for health technology assessments. Additionally, the position is responsible for activities related to developing and maintaining electronic resources to support the mandate of the program, facilitating document delivery processes for relevant and required information resources, carry out activities related to publishing health technology assessments and associated documents on websites and in databases, and business activities related to vendor contracts. This position requires the use of library science methodologies and website maintenance and publishing literacy. The medical information officer will work with Health Technology Assessment program staff, leadership, and other Ontario Health team members and external partners as needed in ensuring that the information needs of the Health Technology Assessment program are supported.

Here is what you will be doing:
Librarian Services
  • Develop and execute systematic literature searches in support of health technology assessments and provide information services to support evidence work as needed
  • Collaborate with team members to scope, plan, and execute health technology assessments with respect to information resource needs
  • Monitor and maintain policies and procedures around literature searching, document delivery, copyright/permissions requests, and other information-related areas
  • Oversee and execute processes for obtaining full text of relevant articles and reports
  • Work with Ontario Health staff to identify copyright concerns and obtain reproduction permissions where required, as available
  • Provide professional guidance to staff in preparing publications and accessing medical information
Administration
  • Develop annual budget recommendations for library resource access and services
  • Liaise with staff to develop a collection of electronic resources to support program evidence needs
  • Negotiate vendor/publisher licenses for access to required resources; monitor and facilitate license renewals
  • Liaise with internal library services and external health science libraries/departments to share resources and explore collaborative arrangements
  • Develop and oversee document delivery process for information resources/articles not available through other Ontario Health information resources
  • Draft material summarizing health technology assessment information and other program work and upload to relevant national and international databases/registries including Prospero
  • Maintain accuracy of relevant electronic databases
Project Management
  • Liaise with Web Services to create an electronic resources library Intranet
  • Manage and troubleshoot access issues to electronic resources library and Intranet page for HTA products
  • Provide leadership in developing library programs, services and activities that meet instructional needs
  • Develop instructional materials for Ontario Health staff to effectively use information resources
  • Develop and provide web-based, group and individual instruction
  • Explore and develop knowledge transfer activities for HTA evidence products
  • Liaise with Ontario Health Communications to develop and promote email communications and social media initiatives
  • Liaise with Ontario Health Communications to get material translated
  • Work with external contractor to convert Ontario Health Technology Assessment Series ( OHTAS) issues into XML
  • Coordinate publication of articles in OHTAS,
  • Coordinate staging and publication of Health Technology Assessment related reports and documents on the Ontario Health website and in PubMed
  • Manage and update the health technology assessment web dashboard
  • Coordinates with Ontario Health IT and web service teams to manage web-related responsibilities
  • Track ministry responses to funding recommendations
Other
  • Participate on Committees or Working Groups where appropriate
  • Perform other duties within the candidate’s range of skills and abilities, as required

Here is what you will need to be successful:

Education and Experience
  • Master’s Degree in Library and Information Studies, with experience in health care library or related field required
Knowledge and Skills
  • Expert Knowledge of library and Information Studies, expertise with bibliographical databases, citation software word processing, spreadsheets, presentation software and website management required.
  • Knowledge of principles, techniques methods and practices of library science or information studies with focus on medical and/or scientific literature
  • Demonstrated knowledge of information research, collection organization, cataloguing/classification, collection development, and knowledge of procedure development to provide library and information research services to the staff
  • Knowledge of medical information data sources to locate medical information and understanding of medical terminology in order to describe/discuss the potential sources of the information
  • Strong research, analytical, and problem-solving skills to meet clients’ information research needs
  • Project management and organizational skills to manage multiple tasks within deadlines
  • Superior interpersonal, oral and written communication skills to consult with staff on their medical information research needs, to provide clear explanations on involved solutions and prepare reports and web content
  • Has proficiency in Outlook, Word, Excel, Endnote, Covidence, PowerPoint, and MS Teams, XML conversion

  • Ability to work in a team environment
