Pacific Northern Gas Ltd. (PNG), a subsidiary of TriSummit Utilities Inc., owns and operates natural gas transmission and distribution systems in British Columbia’s lower Peace River, west central, and north coast regions. PNG’s western transmission line extends from the Enbridge gas transmission system north of Prince George along the Highway 16 and Highway 37 south corridors to Terrace and then onto the port communities of Kitimat and Prince Rupert, providing transportation and gas services to twelve communities and a number of industrial facilities. In the Province’s northeast, Pacific Northern Gas (N.E.) Ltd. provides gas transmission and distribution service in the Dawson Creek, Fort St. John and Tumbler Ridge areas.

Reporting to the Director, Operations, the Manager, Operations Administration is responsible for developing, improving and managing the business processes and administrative functions to support the Operations & Engineering group. This position provides ongoing leadership for the regulatory compliance and administrative functions of the overall office operations.

Accountabilities and Responsibilities:

  • Develop, implement and oversee business processes, business cases, project justifications, record management systems, and administrative functions to support Operations & Engineering group.
  • Lead development of new proposals, presentations, policies, procedures, standards, tools, methods, contracts, records, and related documentation.
  • Conduct data analysis using a variety of applications to support business decisions.
  • Ensure regulatory compliance for Operations records, including governance of records acquisition, transfer, storage, retention, and disposition and archiving. Oversee the processes for data and document filing/storage/extract from company computer systems.
  • Support project development planning for major projects.
  • Liase with Records & Administration clerk, contractors and students.
  • Plan and execute cross-organizational projects to create consistency, standardization, and repeatability of procedures, workflows and management systems.
  • Support change management and training for new management systems and technology projects relating to Operations, Engineering, Technical Services, and Customer Care.
  • Manage information used across functional areas to enable optimal accessibility, quality, handling, and security.
  • Coordinate and consolidate field operations annual budget information request (IR’s) documentation for review.
  • Manage and maintain office administrative/operational contracts, such as leases for office equipment, building janitorial and other related contracts.
  • Prepare monthly reports and variance analysis with applicable managers.
  • Administer and coordinate key programs, including purchase card program, fleet administration support, BC Assessment, and facilities management.
  • Manage travel budget, coordinate and analyze travel for PNG field staff.
  • Represent PNG on key internal and external committees.
  • Manage warehouse and training and development functions for PNG.

Experience & Qualifications

  • Post-secondary degree(s) in Business Administration, Engineering or related discipline.
  • Minimum 5 years previous experience in a similar role with emphasis on operations management, business processes, technology and accounting/budgeting practices in a customer service environment.
  • Ability to develop trust and work with all internal and external individuals in a friendly, professional and competent manner.
  • Strong critical analysis skills with an ability to diagnose issues, and develop and lead implementation of performance improvement solutions.
  • Background in an industrial environment and/or energy industry.
  • Experience in major project development and implementation
  • Proficient MS Office and Windows-based computer applications skills (Word, Excel, Outlook, PowerPoint etc.)
  • Proficient with ERP/IT Systems and data analysis.
  • Excellent verbal and written communication skills.
  • Proven business acumen, with problem-solving and decision-making ability.
  • Extremely organized with time management and prioritization abilities.
  • Approachable, flexible and able to adapt in a fluid work environment.
  • Ability to work independently and as part of a team.
  • Previous supervisory experience.

  • The position is based out of Terrace, BC office with regular and frequent travel throughout PNG’s operations and service territory including Vancouver, Fort Saint John, and Dawson Creek, and PNG West operations ranging from Prince George to Prince Rupert.
