At this time, the Halifax Port Authority (“HPA”) requires a

Human Resources Generalist

This position reports to the Manager, Human Resources.

The Human Resources Generalist provides leadership and expertise for human resources functions in the areas of recruitment, selection, compensation and benefits, attendance management, employee training and development, performance management and evaluation, workforce planning, and participates in employee and labour relations’ activities to ensure provision of a fully developed, engaged, and utilized work force.

This position serves as a resource to all departments on various human resource functions, ensures employee-related matters are monitored and addressed within a proactive environment, and is fully conversant with the HPA pension and insurance plans, payroll, and attendance functions to provide for effective administration of employee benefits.

The successful candidate must have Designation as a Certified Professional in Human Resources (CPHR) with a post-secondary degree in Human Resources and a minimum of five (5) years’ experience in the field of human resources management. Considerable experience in the provision of employee and labour relations. Experience in computerized Human Resource Information Systems and knowledge of relevant human resources policies, regulations, principles, procedures, and legislative provisions governing recruitment, employment equity, compensation, and human resources planning is required

Specific Accountabilities

Develops and maintains an effective working relationship with all HPA employees, management, union executives, and external contacts.

Assists with the development, implementation, and monitoring of Human Resources policies, guidelines, strategies, procedures, and practices.

Advises and consults with management and employees on the interpretation and administration of collective bargaining agreements, Terms and Conditions of Employment for exempt employees, corporate policies and procedures, and various Government acts ensuring equitable and fair treatment of all employees.

Assists with the implementation of Legislation and Government regulations pertaining to issues such as: Human Rights, Employment and Pay Equity, Harassment, Canada Labour Code, and the Accessibility Act.

Oversees the full cycle recruitment strategy, selection, and onboarding process for new hires. This includes providing guidance and assistance to management on optimal staffing requirements and provides guidance to the Human Resources Coordinator to ensure positions are filled on a timely basis.

Ensures that all job descriptions are maintained and kept up to date.

Increases talent development and retention through guidance on coaching and management best practices. Provides a high level of support to management around cyclical processes such as performance management, compensation, and staffing processes.

Promotes an environment which encourages continuous improvement and learning by providing employees with guidance concerning educational options and career planning.

Participates in the management of the HPA Core Training Program.

Identifies various training initiatives for Port employees to assist in providing the Authority with a skilled workforce.

Assists with the development and implementation of strategic human resources strategies such as strategic staffing initiatives, change management initiatives, and workforce and succession planning.

Develops strategies to enhance employee engagement, productivity, and promotes organizational culture including corporate events and long service awards.

Acts as the liaison between HPA, Labour Canada, and the Workers' Compensation Board of Nova Scotia. Manages disability claims and return to work programs.

Takes an active role in the Diversity, Inclusion, and Engagement strategy by coordinating various employee initiatives.

Oversees and coordinates various wellness initiatives, including benefit plan overviews and lunch and learns.

Ensures job classification and salary administration systems, including the Performance Appraisal process, are implemented fairly and equitably amongst all employees.

Administer the performance management system. Advises and consults with management on performance management.

Ensures on-going job analyses are systematically performed and performance standards are developed and utilized effectively.

Ensures the salary review and pay update processes occur on a timely basis.

Manages and provides support on HPA’s computerized Human Resources Information System (HRIS).

Oversees and audits annual leaves for all employees and uses internal systems to review and approve hourly employee leaves.

Leads the HPA Post-Secondary Scholarship program, Recognition Award Program, and HPA staff Benevolent Fund.

Assists with HR initiatives and organizational change and makes recommendations for improvements. Conducts research and remains current on human resource advancements.

Ensures accurate files and documentation concerning employees from hiring to separation is carried out competently and in a timely manner.

Complies with HPA’s Occupational Health and Safety Policy (HR-354-4) and all Occupational Health and Safety regulations as outlined by the Canada Labour Code. Demonstrates a commitment to promoting a safety culture while ensuring all safety procedures, policies, and best practices are followed.


Complies with HPA’s Environmental Policy and demonstrates knowledge and adherence to the Environmental Management System (EMS), including associated programs and procedures applicable to daily tasks. Detailed roles and responsibilities are included in the EMS Core Manual.
