We are looking for an Evaluation Officer to support our Construction Research Centre. The Evaluation Officer would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

NRC Construction is implementing the “Platform to Decarbonize the Construction Sector at Scale” to accelerate and scale up new technologies to help transition the Canadian construction sector towards decarbonization and contribute to the emerging low-carbon economy. It will also establish new codes, standards, specifications, and guidelines to position the sector to achieve its 2050 greenhouse gas (GHG) carbon reduction targets. These investments will help spur the growth of Canada’s clean technology sector and help achieve Canada’s international commitments to reduce GHG emissions.

The Canadian Construction Material Centre (CCMC) delivers a national service for the assessment of innovative and non-standardized building products and systems to determine their compliance to Canadian building, energy and safety codes. CCMC clients are manufacturers of innovative building products, who benefit from accelerated and expanded access to the construction market. The CCMC operates within NRC programs and under the general policy and technical advice of the Canadian Commission on Construction Material Evaluation, an independent commission by NRC.

The incumbent is part of a team that serves industrial clients through the application of a rigorous evaluation process that introduces new products into the marketplace. The evaluation process involves assessing performance expectations of Canadian codes requirements and using best available knowledge to determine through testing if innovative products and systems meet those expectations.

The incumbent will work with a team of other Evaluation Officers and technical experts to establish appropriate evaluation criteria, and to assess standards, test results and engineering analyses in relation to an innovative product’s compliance to the Canadian codes. The incumbent will prepare documents and publications in the form of Scope of Work, Technical Guides, Evaluation Reports and Listings. The position requires understanding construction process and ability to communicate with Building Officials and to successfully influence potential client of the benefits to utilize CCMC’s services.

The incumbent will operate both as a team member and independently, consulting with experts in various fields related to construction products and systems and interacting with numerous industry clients as well as with colleagues at NRC. A key function of the position is to develop assessment techniques for new and innovative materials, products, systems and services.

Screening Criteria


Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

Education


Bachelor’s degree in Engineering, Architecture, Building Science or related field.

A Master’s degree could be considered an asset.

A professional engineering (P.Eng) designation from a recognized Canadian Association could be considered an asset

Experience


  • Technical experience in at least one of:
  • Construction engineering;
  • Construction consulting;
  • Laboratory evaluation and testing of construction products.

  • Significant experience managing multiple simultaneous projects or activities; and
  • Significant experience in writing technical reports and related documents.

The following may be considered assets:

  • Experience in structural engineering including building envelope and facades;
  • Experience in new materials: engineered wood products, thermoplastics, structural plastics;
  • Experience in building envelope membrane materials, waterproofing, airtightness, thermal performance;
  • Construction related experience in building, building systems engineering or climate change adaptation mitigation.

Technical Competencies


  • Solid knowledge of building science, construction technology and practices as they pertain to at least one of the following:
  • Structural engineering;
  • Non-traditional building materials;
  • Building envelope;

  • Solid knowledge of research and testing methodologies for construction product development and assessment.
  • Basic understanding of Canadian building, energy and safety codes and standards and the importance of performance evaluation in the construction process.
  • Solid ability to manage multiple projects and priorities simultaneously.

Relocation assistance will be determined in accordance with the NRC's directives.

Compensation


This position is classified as a Research Council Officer (RCO), a group that is unique to the NRC. Candidates are remunerated based on their expertise, outcomes and impacts of their previous work experience relative to the requirements of the level. The salary scale for this group is vast, from $57,220 to $161,754 per annum, which permits for employees of all levels from new graduates to world renowned experts to be fairly compensated for their contributions.
