Job Summary

Located in Victoria B.C, The Ministry of Energy, Mines and Low Carbon Innovation is responsible for British Columbia’s electricity, alternative energy, mining and petroleum resource sectors, and supporting work to meet BC’s greenhouse gas reduction targets.

The Senior Policy Advisor, Energy Efficiency is the Ministry’s lead on developing policies and initiatives to support energy efficiency and greenhouse gas (GHG) reduction commitments for the buildings sector. This includes providing analysis and advice on energy efficiency and emission reduction utility policy, energy system transitions, codes and standards, labelling, and programs. This role is helping to implement commitments made in the CleanBC Roadmap to 2030.

The Policy Advisor:

  • provides advice and develops policy proposals related to the role of utility programs and rates, energy system transitions, codes and standards, and tax policy to support energy efficiency and GHG reduction targets;
  • undertakes analysis and stakeholder consultations, completes economic and policy analysis, participate in legal drafting and prepares briefing materials for legislation and regulations, including amendments to the Energy Efficiency Act, the Clean Energy Act, the Demand Side Measures Regulation, the Greenhouse Gas Reduction Regulation, and planned legislation and regulations such as the emissions cap on gas utilities.
  • develops policy proposals and implements regulations pertaining to energy utility programs for energy efficiency and GHG reduction;
  • initiates and oversees a wide range of projects to advance energy efficiency and emission reduction in buildings in the Province;
  • is the senior specialist regarding the province’s energy conservation and emission reduction potential in the built environment; and
  • is the Ministry representative on a variety of regional and national energy efficiency and emission reduction working groups.


The Policy Advisor works closely with other ministries and a broad range of stakeholders to accomplish objectives, including energy utilities, industry associations, nonprofits, local governments, the Climate Action Secretariat, the Office of Housing and Construction Standards, and Natural Resources Canada.

Job Requirements:

  • Bachelor’s degree from a university of recognised standing in economics, commerce, finance, resource management or related field.
  • Significant experience including:
    • the practical application of economic theory to energy management, energy efficiency, or emission reduction problems and issues; and
    • leading diverse multi-stakeholder groups.

Preference may be given to candidates with one or more of the following:

  • Master’s degree in economics, commerce, finance, resource management, environmental studies, or related field, from a university of recognized standing.
  • Experience in the development of policy, legislation, discussion papers, etc., in particular as this relates to energy efficiency, buildings, energy, utility, or climate policy.
  • Experience conducting and leading major economic studies, modelling, or cost-benefit analyses and research projects of considerable complexity.
  • Experience designing or implementing programs that support research and development, commercialization, or demonstration, or incentive programs.
  • Experience in project management and/or contract management.
  • Experience with government organizational structure, process and procedures.
  • Experience with energy-economy models such as gTech or CIMS.
