Health Sciences North (HSN) is seeking a Clinical Manager, Emergency Services, to provide leadership and direction through planning and organizing the day-to-day operations of the Emergency Department (ED) for all providers. Promote the delivery of optimal care to patients through day-to-day planning and management of human and material resources. Lead departmental planning related to performance improvements, quality risk management, and patient and staff safety, emergency preparedness. The Emergency Department is a dual clinical manager model providing resources for operational and continuous quality improvement.

The ideal candidate must have successfully completed a minimum of four (4) years’ Bachelor’s Degree in Science of Nursing (BScN) or in a related professional health care field, from an accredited university. Also, the candidate will have a Master’s Degree or actively pursuing a Master’s in Business or Health Administration is preferred. As well as have a current Certificate of Registration in good standing with an applicable regulatory college. Minimum experience of five (5) years’ working as a health care professional in an ED within a health care environment and a minimum of two (2) years’ experience working in a leadership/supervisory role, preferably in a health care environment is required.

KEY FUNCTION:

Provide leadership and direction through planning and organizing the day-to-day operations of the Emergency Department (ED). Promote the delivery of optimal care to patients through day-to-day planning and management of human and material resources. Lead departmental planning related to performance improvements, quality risk management, and patient and staff safety, emergency preparedness.


REPORTING:

Under the general direction of the Administrative Director, Critical and Emergency Care.


DUTIES:

  • Provide collaborative management, accountability and coverage of the ED operations and ongoing continuous quality improvement.
  • Develop goals and objectives, and use lean principles to establish and implement procedures for department operation.
  • Coordinate the day-to-day utilization of human and material resources to achieve program functions.
  • Design, promote, and facilitate the use of systems to ensure that the provision of patient care is consistent with program and professional standards.
  • Identify problems and deficiencies in the delivery of optimal patient care, and facilitate a multi-disciplinary approach to the formulation of solutions.
  • Determine and document space, equipment, supply, and service requirements; select and purchase equipment and supplies as budgeted.
  • Assume fiscal accountability of the departmental operation according to approved budget.
  • Manage human resources which include: recruitment, selection and training.
  • Guide, motivate, monitor and supervise staff, develop standards of performance, evaluate performance and make recommendations on disciplinary action if required.
  • Evaluate patient care and satisfaction on an ongoing basis and formulate solutions for improvement.
  • Lead the Program’s staff in the development and monitoring of quality indicators.
  • Ensure the ED team is prepared for site visits and surveys by licensing/accrediting agencies.
  • Lead performance measurement activities around data quality, analysis, and dissemination of findings of key reports (e.g. Hospital Report Series, Canadian Institute for Health Information (CIHI), National Ambulatory Care Reporting System (NACRS), and Decision Support).
  • Direct the maintenance and ongoing development of the ED performance measurement system to track key performance measures related to departmental strategic planning.
  • Lead departmental risk management processes (e.g. legal and contract reviews, claims management, and incident/accident reporting) and ensure the implementation of processes are in compliance with the Quality of Care Information Protection Act (QCIPA) and provincial privacy legislation.
  • Develop, implement, manage, and evaluate ED activities and policies related to disaster and emergency preparedness.
  • Establish an effective departmental complaint resolution process in consultation with the ED administrative team and Quality Risk Management department.
  • Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
  • Provide hospital wide, on-call coverage for problems and serious issues after hours and on weekends according to scheduled rotation.
  • Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
  • Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
  • Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
  • Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
  • Ensure a safe environment for patients, staff and visitors; investigate report, debrief and take or direct corrective action as required on incidents.
  • Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
  • Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
  • Represent the department or program on various committees and in meetings as required.
  • Perform other duties as required.

QUALIFICATIONS


EDUCATION AND TRAINING:

  • Minimum of a four (4) year Bachelor’s Degree in Science of Nursing (BScN) or in a related professional health care field, from an accredited university.
  • Master’s Degree or actively pursuing a Master’s in Business or Health Administration is preferred.
  • Current Certificate of Registration in good standing with an applicable regulatory college is required.
  • Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.

EXPERIENCE:

  • Minimum of five (5) years’ experience working as a health care professional in an ED within a health care environment.
  • Minimum of two (2) years’ experience working in a leadership/supervisory role, preferably in a health care environment.

  • Knowledge of relevant legislation and principles of management, hospital committee structure, conflict management and resolution, system needs analysis and organizational assessment.
  • Ability to use tact and discretion in dealing with health care providers and employees.
  • Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.
  • Demonstrated superior interpersonal and communication skills, both written and verbal.
  • Demonstrated commitment to the safety of co-workers and patients.
