Summary
The purpose of this contract position is to direct the development, implementation and evaluation of the PRA-NB clinical assessment component and oversee the development and implementation of the PRA-NB as a whole. Prior to the program launch and during the first 12 months, the position will require 0.5 FTE.

Description
In response to a Memorandum of Understanding with the Department of Health, the College of Physicians and Surgeons of New Brunswick (CPSNB) is establishing a Practice Ready Assessment (PRA) program in family medicine for New Brunswick (NB) that aligns the Medical Council of Canada's National Assessment Collaboration (NAC) standards and meets the requirements for physician licensure in NB. The CPSNB is responsible through PRA-NB for the delivery of the program for eligible international medical graduate (IMG) family physicians.

PRA programs are offered in most provinces across Canada as a route to licensure for IMGs who have already completed their residency and practiced independently abroad. The PRA-NB program is aimed at assessing IMGs's eligibility for CPSNB licensure and their readiness to independently practice family medicine in NB. The program is comprised of a centralized screening, selection, orientation process and clinical field assessment. The Clinical Director will ensure that these components are of a high standard, capable of confirming that successful candidates meet or exceed all requirements for gaining licensure in New Brunswick.

The Clinical Director will report to the Deputy Registrar of the CPSNB and will direct the development, implementation, continuous evaluation of the program including, program policies, procedures, and protocols. Development and implementation will be aligned with the Pan-Canadian PRA standards set by the MCC NAC. The role is expected to establish and maintain effective working and consultative relationships with key stakeholders, including CPSNB, New Brunswick Department of Health (DH), New Brunswick Regional Health Authorities (RHAs): Vitalité Health Network and Horizon Health Network, New Brunswick Medical Society (NBMS), Centre de formation médicale du Nouveau-Brunswick (CFMNB), Dalhousie Medicine New Brunswick (DMNB), other PRA provincial programs and the Medical Council of Canada (MCC).

Key Responsibilities
As Clinical Director of the PRA-NB, you will provide leadership and management that will best ensure the success of the program. As a new position, the Clinical Director will have the flexibility to shape the role as appropriate. A flexible schedule may be required during specific times in the Program cycle which could include evenings and weekends. Travel may be required.

Below is an outline of the key responsibilities of the Clinical Director:

  • Lead and oversee management of all aspects of the PRA-NB Program, including long-term business planning, human resources, and finances.
  • Supervision of staff (Program Manager and Administrative Assistant) and all contracted services that aid in the delivery of the PRA-NB Program.
  • Ensure PRA-NB Program meets the standards of the College of Physicians and Surgeons (CPSNB) and the Medical Council of Canada (MCC).
  • Ensure PRA-NB Program adheres to the policies of CPSNB and all stakeholders.
  • Liaise with key stakeholders including the CPSNB, RHAs, NBMS, CFMNB, DMNB, other PRA programs and the MCC.
  • Develop and oversee implementation of provincial and national strategies for IMG as defined by the MCC National Advisory Council.
  • Work closely with the CPSNB, DH and RHAs to narrow the applications through screening and selection of the PRA process.
  • Oversee the development and delivery of a comprehensive orientation for all selected candidates.
  • Lead and establish the structures, processes, and membership of the following committees: Advisory, Selection, Recommendation, and Appeals while supporting the delivery of the PRA-NB objectives.
  • Lead the recruitment process and subsequent training of Assessors that will ensure a sustainable program.
  • Monitor professional development and support opportunities which allow Assessors to meet performance expectations.
  • Review and respond appropriately to potentially serious situations regarding the Candidates ability, patient safety or impairment that may occur during the PRA process.
  • Provides strategic consultative advice to health authority recruiters, medical educators, community representatives, medical/clinical leaders, and government representatives.
  • Review and follow-up on all candidate assessments.
  • Oversee the development and dissemination of progress reports to DH and partner organizations.
  • Ensure supporting data and evaluation results regarding the PRA-NB Program are provided to MCC on a regular basis.
  • Other related responsibilities as required by the CPSNB.

Required Education and Experience

  • Medical Degree and a minimum of ten (10) years of clinical experience and five (5) years working in medical administration or an academic role, preferably in a leadership position.
  • Hold a full unrestricted license with the College of Physicians and Surgeons of New Brunswick.
  • Familiarity with the theories and principals of adult teaching and learning.
  • Knowledge of local and national practice readiness factors relevant to IMG.
  • Knowledge of provincial and national medical regulatory requirements is an asset.
  • Experience managing multiple complex projects; quality assurance processes, and conflict resolution.
  • Excellent communication skills, both written and oral, along with the ability to always conduct oneself with tact, discretion, confidentiality, and patience.
  • High degree of accuracy and attention to detail required.
  • Ability to conduct oral presentations to small and large audiences.
  • Must be flexible and able to work in a team environment.
  • Intermediate to advanced knowledge of Word, Excel, Access, PowerPoint, email, and relevant software and online systems (e.g., Zoom, Teams, Webinars, Interactive Web Sites)
