Job Summary

Bring your leadership skills and management expertise to this exciting opportunity

Dedicated to making life better for British Columbians, the Ministry of Citizens’ Services (CITZ) delivers key services that people rely on. CITZ delivers accessible, multi-channel services, through a single-point-of-contact service approach to people in urban and rural communities through Service BC, and delivers the digital face of government at www.gov.bc.ca. CITZ also provides support for the expansion of high-speed internet connectivity throughout the province, leadership across government to modernize information management and technology resources, trusted data services to government agencies, prompt, and relevant responses to freedom of information requests, and statistical and economic research, information and analysis to businesses and the public sector. In addition, the ministry manages the Province’s real estate assets, technology systems and equipment, and leverages procurement to increase business opportunities and create rewarding jobs that contribute to local economies and benefit individuals, families, and communities.

A service-focused organization, CITZ strives to be a great place to work, where all employees feel both engaged and motivated to do their best.

The Government Digital Experience Division (GDX) is responsible for ensuring government services and information are available online through government’s main web presence at gov.bc.ca, and that ministry programs and services are informed by the input and experiences of regular people in B.C.

GDX works to help government understand the informational needs of people in British Columbia, and to help British Columbians find and access the services they need from government. GDX offers people-focused policy support and great service experiences. The division delivers products and services to ministry partners and organizations including design and delivery of public engagement projects, service design, field research with service users, plain language writing of online content, analytics, and training. It supports the technology of online applications and websites including gov.bc.ca, and the technology that delivers news releases.

The Senior Director leads the Service Design team and provides expertise and creative service design, user experience design, non-digital and digital services solutions to ministry clients. You have experience bidding on and quoting projects and understand how to manage and direct cost-recovery budgets and resources. You promote human-centred, trauma-informed research and design for government partners, and work to reorient organizations and services around user needs. This position works closely with ministry program areas in a service and centre of excellence capacity, through mentorship and partnering on short- and long-term projects. Your expertise and experience in government and service delivery will help you bridge the gap between people, technologies and program areas.

You are a change leader and innovator dedicated to growing a centre of excellence in service design in the B.C. Public Service. By building partnerships and networks, you connect ministries and program areas with the appropriate technology, vendors or design solutions to improve service delivery. This position demands a high degree of creativity, a competent and deliberate approach to innovation, and the ability to proactively manage multiple groups, clients, ministry executives and complex relationships. The Senior Director acts on behalf of the Executive Director as required and represents the Assistant Deputy Minister on specific issues.

You are a compelling and supportive leader. You oversee a diverse team of skillsets and backgrounds, and take steps to engage, inspire and empower them to grow, and recognize the importance of team development and performance management when needed. This position benefits from experience with service design/participatory design methods, digital services, prototyping and an understanding of and open view of service delivery in a public service context. You are committed to improving services for people in British Columbia, and embrace modern, digital ways of working and ongoing learning.

  • Experience establishing collaborative relationships with executives and leading organizational change associated with implementation.
  • Experience leading and coaching multi-disciplinary senior level professionals and/or managers in the development and implementation of complex projects.
  • Experience in business planning, contract management, financial management, and negotiations.
  • Experience leading major change initiatives with a technology element.
  • Experience leading workforce change.
  • Experience communicating with diverse groups in many environments; including the ability to speak in public to senior leaders.
  • Experience with human-centred design, user experience and service design initiatives.
