Job Description

A Planner III will have demonstrated they are the “technical specialist” within their field. Depending on their specific assignment in the Planning Organization, their area of expertise could be one or more of the following areas: ship design, overall build strategy, shipbuilding process, planning/scheduling process, production bill of material (PBOM) planning, material management or change planning.


Duties/Accountabilities

Design Build

  • A Planner III in Design Build is responsible for developing capacity plans for the Project Management Office and movement’s plans for Production management. The role requires the development and scheduling of Blocks, Modules and Grand blocks through the available capacity of the shops and major equipment in support of program milestones and financial goalsUtilizes build strategy output (block breakdown, erection sequence, zone definition, and block, grand block and test strategies) to develop Capacity plan to deliver the overall Project plan in line with the Cardinal Date Plan (CDP).
  • Continually develop standard Blocks, Modules and Grand blocks durations and labour requirements to be used on future project planning and new business development.
  • Produces a weekly movement plan in line with the major moves of Blocks, Grand Blocks, and Modules not only within the buildings but also between the buildings and Stages of Construction.
  • Liaises with the lifting and turning team to ensure that the amount of steelwork and early outfit can be moved and/or turned as required in line with the plan.
  • Liaises with Estimating department to ensure that the current budget allocated by Blocks, Grand Blocks, Modules is in line with the perceived breakdown from the Detail Planning department.

A Planner III in Design Build could also be responsible for production engineering on new construction projects at Vancouver Shipyards. Under the direction of the Manager, Design Build, the Production Engineer participates in all phases of new construction design projects from a Production Engineering perspective to improve productivity and remove waste including the development of assigned analysis and projects in the areas of ship design and shipbuilding, production engineering, build strategy development, production process development, new materials analysis, dimensional and accuracy control, and design for production.

  • Plans and performs analysis in support of program build strategy development including: hull block arrangements, outfit module arrangements, equipment and outfit module load out analysis, hull erection sequences, fabrication and assembly processes, interim product definition, dimensional and accuracy control, and supports development of ship construction schedules.
  • Plans and performs lean design and design for production (DFP) development, standards development, and training material development. Performs design for production studies and material/process analysis for new ship construction.
  • Plans and performs production process analysis to develop, implement, and refine new and existing production processes.
  • Monitors industry and supplier developments to identify and transfer to VSY new materials, components, fabrication, and assembly processes to improve VSY’s overall ship design and construction process.
  • Provides mentoring and technical guidance to subordinate engineers in Production Engineering and/or related departments.
  • Builds team capability by training and developing others in order to ensure future team effectiveness.


Education and Skills

  • A bachelor’s degree in a technical field of study is preferred. Trades Certificate combined with sufficient employment experience may be considered. High School diploma is the minimum requirement.
  • 4 to 6 years’ experience in planning, ship design, shipbuilding or related trade experience.

  • Demonstrated ability to make process improvements within planning and across divisional ranks.
  • Demonstrated ability to mentor other planners in their technical growth.
  • Extensive knowledge of shipbuilding operations with a detailed understanding of the relationship between procurement, design, production and test operations.
  • Proficiency working with independent planning systems including Primavera P6 (preferred) and Microsoft Project.
  • Proficiency working with CAD/CAM software suite including Ship Constructor (preferred) and AutoCAD.
  • Understanding of how an ERP system works and supports a large manufacturing facility.
  • Strong working relationships with Area/Trade Management, Engineering, Design, Procurement, Quality, Design Build, Master Scheduling, Program Controls and Estimating.
