JOB SUMMARY

This position is responsible for assessing eligibility applications for charitable gaming licensing in Alberta (including casino, raffle, bingo, and pull ticket). The Licensing Eligibility Analyst ensures applicants meet eligibility criteria in accordance with the Alberta Gaming, Liquor and Cannabis policies, and conducts full eligibility reviews on both new applicants and current licensed groups. The Licensing Eligibility Analyst also monitors and facilitates the donation of gaming proceeds when groups are no longer eligible for gaming licensing.


The successful candidate will have demonstrated ability to be objective when reviewing applications. An understanding of AGLC charitable gaming policies and characteristics of the Alberta charitable gaming model is essential for this position. The successful candidate will have sound research skills to assess bylaws, lease agreements, financial statements, contracts, records of program delivery, web sites etc. as part of the eligibility review, and be comfortable making independent decisions, weighing and assessing criteria against policy. Excellent interpersonal skills are needed to build relationships with applicants, licensees, and stakeholders. Strong verbal and written communication skills are essential. This position requires the ability to write concise and accurate Requests for Decision, reports, letters and emails. Attendance and participation in board hearings as an eligibility expert witness is also an expectation of this position.


SKILLS & ABILITIES

  • Minimum of a two year diploma in a related field
  • Five years of progressively responsible related experience interpreting policy, conducting research, assessing applications, and providing written reports and responses such as letters, requests for decision, briefing notes etc.
  • Ability to interpret and apply knowledge of legislation, regulation, and charitable gaming policies
  • Demonstrated independent decision making augmented by strong communication skills
  • Experience in a regulatory environment and tribunal processes is an asset
  • Experience working with the charitable and non-profit sector an asset
  • Strong computer skills using Microsoft Word, Outlook and Excel
