VP President, Regulatory Affairs, Legal & Gas Supply Job at Pacific Northern Gas Ltd.
Pacific Northern Gas Ltd. (PNG), a subsidiary of TriSummit Utilities Inc., owns and operates natural gas transmission and distribution systems in British Columbia’s lower Peace River, west central, and north coast regions. PNG’s western transmission line extends from the Enbridge gas transmission system north of Prince George along the Highway 16 and Highway 37 south corridors to Terrace and then onto the port communities of Kitimat and Prince Rupert, providing transportation and gas services to twelve communities and a number of industrial facilities. In the Province’s northeast, Pacific Northern Gas (N.E.) Ltd. provides gas transmission and distribution service in the Dawson Creek, Fort St. John and Tumbler Ridge areas.
Reporting to the President, this position is located in our Vancouver, BC office. The Vice President, Regulatory Affairs, Legal and Gas Supply is responsible for regulatory matters involving the British Columbia Utilities Commission; legal matters for the organization; and overseeing all gas supply matters for the company. This position provides leadership and strategic subject matter expertise to PNG and as appropriate to the TriSummit Utilities enterprise.
Accountabilities and Responsibilities:
Regulatory Affairs
- Reporting to President, parent company, and Board of Directors (prepare materials to be presented to the Board as required).
- Oversee the regulatory process including the preparation of the revenue requirement, rate design, gas supply applications and any other required applications to the BC Utilities Commission.
- Develop and coordinate cross functional teams in order to develop and implement major regulatory policy and analyze and communicate proposed administrative and regulatory actions which impact the company and the industry.
- Coordinate corporate regulatory issues, strategy and policy. Work directly with and advise senior management and staff on regulatory affairs issues related to the company’s strategic plan and direction.
- Oversee the analysis and use of customer usage data to build load forecasts and energy profiles to support business unit needs. Provide the appropriate economic analysis on an as needed basis.
Legal
- Leading and organizing all legal activities within the company using third party expertise as required, managing and overseeing work of outside legal counsel.
- Design and oversee the company’s policy and position on legal matters.
- Protect the company against legal risks and violations.
- Negotiate deals on behalf of the company.
- Guide management on regulatory and compliance issues to ensure compliance with legal regulations.
- Engage and manage external legal resources as required to support the legal requirements of PNG.
Gas Supply
- Oversee and organize all gas supply matters including gas supply contracting plan, gas supply price risk management plan (if required), flow through of forecast gas supply costs to rates and gas supply deferral accounting.
Budgeting
- Preparation of annual capital and operating budgets
- Monitoring of performance relative to budgets
Leadership responsibility
- Internal leadership on PNG’s values of EHS, positive workplace, customers, community and accountability.
- Industry leadership on industry boards including Canadian Gas Association.
Experience & Qualifications
- Minimum 10 – 15 years of progressive experience in similar utilities or regulated environment
- Bachelor’s degree required.
- Designation of MBA, CPA or law degree would be considered an asset.
- Knowledge of regulatory agencies and commissions.
- Proven business acumen with problem-solving and decision-making ability.
- Proven leadership, teamwork, and negotiation skills.
- Ability to manage multiple projects in a highly detailed environment.
- Superior competence in financial management.
- Superior verbal, written communication and interpersonal skills including the ability to build relationships and make presentations.
- Approachable, flexible and able to adapt in a fluid work environment.
- Highly analytical with a strong attention to detail.
- Ability to lead and manage professionals and external advisors.
Other Considerations / Additional Information:
- The position is based out of Vancouver, BC office with regular and frequent travel throughout PNG’s operations and service territory including Terrace, Fort Saint John, and Dawson Creek, and PNG West operations ranging from Prince George to Prince Rupert.
- Current existing direct staff are located Vancouver.
