What You Will Do Here
Scarborough Transit Connect (STC) is awarded the design and works of the Scarborough Subway Extension project. The Scarborough Subway Extension will bring the TTC’s Line 2 subway service nearly eight kilometers farther into Scarborough. It will extend from Kennedy Station to Sheppard Avenue and McCowan Road, providing quick and seamless transit for those heading into and out of the downtown core and those travelling within Scarborough. The extension will replace Line 3 (the Scarborough RT), helping to reduce travel times and improve access to jobs, schools and other key destinations throughout the city.

As part of the Scarborough Transit Connect project based in Scarborough, we are looking for a Testing and Commissioning Manager (T&C) to join our team. The T&C Manager will lead the execution of Testing and Commissioning and plan, prepare documentation for, and execute the contractors Testing and Commissioning program.

What You Will Do Here
  • Plan, prepare and execute the Testing and Commissioning program.
  • Support overall management of Testing and Commissioning activities.
  • Support coordination/production of Testing and Commissioning plan and procedures.
  • Support coordination of Testing and Commissioning activities and site access.
  • Liaison between various stakeholders including Metrolinx and Toronto Transit Commission.
  • Liaise with project design groups, quality, project management and other project teams in the context of Testing and Commissioning.
  • Help build the Testing and Commissioning team.
  • Develop technical performance measurement markers and improvement processes to contribute towards Continuous Improvement.
  • Support inspection and testing of all facilities at each station.
  • Assist in incorporating and overseeing site safety within all Testing and Commissioning activities.
  • Support scheduling and planning of process for handover of assets from construction to Testing and Commissioning.
  • Support the compliance, approval, and acceptance related processes.
  • Support inspection and testing of the automation control equipment of the train and the interfaces with Electrical and Mechanical systems.
  • Assist inspecting and testing the performance of all operational facilities at each station (platforms, CCTV, PSD, etc.), and other facilities at the station (elevators, mechanical, fire-life-safety)
  • Ensure that all tests, including performance testing follow applicable Project Requirements and Standards.
  • Produce Testing and Commissioning Status reports.
  • Gather and maintain Testing and Commissioning evidence/logs.
  • Ensure the coverage of requirements all along the project, ensuring that testing (via various means) provides a full coverage of correct implementation of the requirements: functional and safety requirements.
  • Reviews and approves the traceability matrix, in cooperation with the other project stakeholders.
  • Drive an inclusive culture to promote equity, welcome different perspectives, and enable career progression by fostering a sense of belonging.

What You Will Bring to The Team
  • Minimum of 15 years of experience in the design, construction, testing and commissioning, and operations and maintenance of vehicles, systems and facilities, in each case, of a similar scope and complexity.
  • Hold a professional engineer license to practice in the Province of Ontario.
  • Experience with large, complex projects and Joint Ventures with multiple interfaces preferred.
  • Experience / familiar with the ISO/IEC/IEEE 15288 (“Systems and software engineering — System life cycle processes”).
  • Familiar / experience with the verification and the validation tasks included within each life cycle phase, as per CENELEC 50126.
  • Experience with test procedure generation and leading a testing and commissioning team.
  • Experience collaborating with the requirements management team, and dealing with special category type of requirements, including “safety requirements”, “RAM requirements”, and “security requirements”.
  • Experience / familiar with / understanding the safety related application conditions (SRACs, ref. CENELEC 50126).
  • Experience with development of test certificates.
  • Proficient in Microsoft Office (including Excel, Word, and Outlook).
  • Proficient with requirements management tools (DOORS Telelogic / “classic”, DOORS Next Generation).
  • Demonstrated application of deploying problem-solving methodologies.
  • Excellent communication skills, both written and verbal.
