Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Reporting to the Program Manager, our GO Expansion & Transformation office is seeking a Senior Project Officer to provide comprehensive project management service and deliver initiatives to support our operations performance and operational technology teams.

What will I be doing?

• Leads, supervises, directs, and organizes performance and technology programs through project stages (initiation, planning, execution, closure)
• Collaborating with cross-functional teams to conduct business analysis, define requirements, plan, design, cost, schedule and deliver assigned projects within scope, schedule and cost
• Reviews and evaluates consultant studies, reports, design proposals, specifications and contract documents, to ensure adherence to policies, procedures and standards
• Supervising consultants effectively monitor contractors’ progress to ensure contract, budget and schedule compliance, fair payment practices, and settlement of contract disputes
• Present program/project initiatives and findings to all levels of the organization (including management and executive level).
• Monitoring project work performance to control project delivery schedules, scope, costs, quality, risks, agreement terms, specifications, budgetary constraints, and identify and address issues as they arise.

What Skills and Qualifications Do I Need?

• Completion of a degree in Information Technology, Computer Science, or related field – or a combination of education, training and experience deemed equivalent
• Minimum six (6) years’ experience in the planning, design and implementation of cross-functional projects
• Professional Project Manager (PMP) certification is an asset
• Theory, principles and practices of managing capital projects (e.g. defining, scoping, analyzing business needs, developing project plans, negotiating contracts, developing project budgets and resource plans, and monitoring contracts and resource plans for adherence)
• Experience preparing annual and multi-year capital budgets and schedules, estimating construction and contingency costs, and forecasting time frames for project implementation
• Knowledge of procurement and contract tendering processes and negotiation skills to lead the procurement process and negotiate contractor terms and expectations
