Safety Advisor

DEPARTMENT: Safety

REPORTING TO: Director of Technical Services

LOCATION: Fort Chipewyan, AB

As a Safety Advisor for Mikisew Cree First Nation, you will be responsible for ensuring that all aspects of the community's health and safety policies are in compliance with local, provincial, and federal regulations. This includes conducting risk assessments, developing, and implementing safety programs, providing training and education to employees and community members, and investigating incidents and accidents. You will also collaborate with various departments and external stakeholders to identify potential hazards and develop strategies to mitigate risks. As a Safety Advisor, you will play a critical role in promoting a safe and healthy work environment for all employees and community members of Mikisew Cree First Nation.

Responsibilities:

A. Ensure compliance with Health and Safety regulations:

  • Provide safety advice/support to various divisions and projects to ensure compliance with Mikisew Cree First Nation's HSE program.
  • Collaborate with operations to identify required procedures and SWPs and initiate and lead the development of procedures and SWPs with the HSE team.
  • Update the HSE Program based on changes in legislation.
  • Maintain constant communication with operational leaders, support them to ensure compliance with Mikisew Cree First Nation's safety objectives.

B. Conduct safety orientation sessions and ongoing training:

  • Coordinate and conduct safety orientation sessions and ongoing training for new employees and contractors.
  • Assist in the development of site-specific orientations for employees and contractors.
  • Assist in the set up of 3rd party training including vendor support and assisting in the set up of the training facility/environment.
  • Document training activities and submit completed training records to the Mikisew Cree First Nation training department.
  • Review training matrix and reports and support the process of planning training activities.
  • Collaborate with the Mikisew Cree First Nation training department to determine which certifications need to be renewed.

C. Support Health and Safety Committees:

  • Facilitate Health and Safety Committee meetings and ensure meetings stay on track with agenda.
  • Ensure all employees on the Health and Safety Committee are aware of their duties and requirements in accordance with provincial legislation.
  • Attend meetings as a guest, provide legislative knowledge and expertise when requested by worker representatives and/or management representatives.
  • Oversee the administration of the HSE Program to ensure the HSE Committee complies with applicable legislative requirements and that the membership terms are followed.

D. Manage Hazard Identification, Assessment, and Control:

  • Collaborate with employees and supervisors to monitor compliance with the Hazard Management Policy and support with identifying, assessing, and controlling potential safety and health hazards.
  • Monitor completion of Field Level Hazard Assessments (FLHA) and ensure completion when there are changes in the working environment.
  • Develop the overall project Hazard Assessment Plan prior to start of projects, including the assessment of all job tasks.
  • Monitor compliance with COVID-19 protocols to protect Mikisew Cree First Nation from OHS legislative and reputational risk.
  • Support the development and implementation of COVID-19 protocols, monitor legislative changes, and adjust protocols as necessary.

E. Monitor and Guide Inspections and Investigations:

  • Promote timely completion of inspections to ensure compliance with HSE, legislative, and client requirements.
  • Complete inspections of employee work areas on customer sites and work with the Safety Supervisor and field supervisors to ensure resolution of safety issues and compliance with the HSE Program.
  • Responsible for reporting outcomes of inspections to operations departments along with recommendations.
  • Initiate and support field supervision in workplace HSE investigations.
  • Monitor implementation and impact of corrective actions to ensure further risk to employees is mitigated.
  • Analyze data and produce reports on leading/lagging indicators.

F. Emergency Preparedness and Response:

  • Develop and lead the implementation of Emergency Response Plans, Procedures, and Protocols.
  • Promote awareness of emergency preparedness/response procedures and ensure Operations Foreman/Supervisors have current and updated copies of the emergency preparedness plan readily available.
  • Schedule and have oversight over emergency evacuation drills. Will ensure drills are scheduled to comply with legislative requirements and will collaborate with Foreman/Supervisors so their crews are prepared for emergency situations and can respond accordingly.

G. Participate in the internal/external auditing process:

  • Support internal audits by coordinating internal resources and responding quickly to requests from internal auditors.
  • Coordinate internal support for external audits to ensure internal parties are available for auditors in a timely manner.
  • Review of Subcontractor audits and provide feedback or additional questions

H: Administration of Alcohol and Drug Policy and Procedures:

  • Supports operations supervision with education on identifying signs of A&D use in the workplace.
  • Advise operations supervision on the Alcohol and Drug Program administration ensuring managerial compliance.
  • Monitor for compliance with alcohol and drug work rules.
  • Coordinate alcohol and drug testing where applicable post-incident or when reasonable grounds are substantiated.
  • Assists operations management team and medic team with the on-site administration of A&D procedures.

I: Health and Safety Program Administration and Reporting:

  • Provide guidance and advice to ensure adequate PPE and safety equipment inventory is available on site(s).
  • Support employees with providing guidance on the injury management process including correct and timely completion of WCB and company forms.
  • Collaborate and promote dialogue with WCB Case Managers to ensure the timely resolution of active WCB cases.
  • Seeks opportunities for accommodating injured employees with modified duties. Works with operations supervision to find suitable opportunities.
  • Lead the adaptation of policies, plans, and programs to meet accepted safety and health objectives.

Requirements:

  • One of the following designations is preferred: Canadian Registered Safety Professional (CRSP) Certification, Construction Safety Officer (CSO) Designation, National Construction Safety Officer (NCSO) Designation
  • Highly responsible, reliable and must maintain confidentiality
  • Experience with Microsoft Office, Excel, Outlook
  • Excellence organization and communication skills
  • Ability to work under minimal supervision
