The Regulatory Permitting & Approvals Coordinator will support all activities on large projects by developing release packages, acquiring lands and permits for camps, right-of-way & access development, and construction activities. The Regulatory Permitting & Approvals Coordinator will be responsible for compiling and analyzing relevant information; consulting all parties, internal and external, potentially affected by project activities; resolving issues of conflicting interests; submitting applications and obtaining regulatory approvals from the Ontario Ministry of the Environment, Conservation and Parks, Ontario Ministry of Natural Resources and Forestry, Environment and Health Canada; and coordinating record keeping for facility approvals. The Regulatory Permitting & Approvals Coordinator will also provide land and permitting support on other projects related to the access development and construction of Electrical Transmission, Distribution and Telecommunication facilities. This position involves working in person at our Edmonton office.

In addition, your role will be to:

  • Collecting and compiling data from internal and external sources.
  • Analyzing data, including spatial data, to identify preliminary facility locations based on economic, technical, social, and environmental criteria.
  • Selecting final facility location based on established criteria, including consultation with internal and external stakeholders.
  • Obtaining public and government approvals to build or alter; distribution and transmission facilities.
  • Conducting referral programs to obtain input from all parties, internal and external, potentially affected by transmission projects.
  • Preparing and distributing public referral documents, conducting open houses, and communicating with land interest-holders, interest groups, the public and various customers groups.
  • Analyzing consultation data and providing assessment (including spatial assessment) of results.
  • Preparing and distributing agency referral documents and communicating (meeting and corresponding) with private and government agencies, other utilities, and internal departments.
  • Preparing and submitting regulatory applications and following up by communicating with all internal and external parties to resolve conflicts and ensure all necessary approvals are obtained.
  • Arranging environmental studies and impact assessments related to proposed facilities.
  • Coordinating site and route planning, and agency approvals for new facilities and alterations of existing facilities, through all project stages (preliminary system planning through to post construction).
  • Obtaining and conveying project regulatory approvals for internal release to construction staff.
  • Updating and resolving problems with internal departments: commercial, planning, land, engineering, construction, maintenance, and service personnel.
  • Resolving problems with external contacts: government agencies, private agencies and companies, interest groups, other utilities, and the public.
  • Record-keeping of project materials and regulatory approvals.
  • Assists field staff in developing and implementing policies and practices to address environmental issues.
  • Manages consultants and contractors to ensure environmental studies and reporting are completed on time and on budget in support of meeting regulatory requirements and company policy.
  • Provides information searches, resources, and advice on environmental matters.
  • Conducts environmental reporting: Land rights reports, Environmental Phase I ESAs, impact assessments, Park easements, soil and geological reports and logs, environmental reclamation assessments, etc.

Qualifications:

  • Post-secondary education in a related field of study or relevant experience.
  • Minimum of 3 years of experience with regulatory permits.
  • Eligibility for registration in a related professional field is required (e.g. Agrology, Engineering, Forestry, Biology, Environment).
  • Excellent verbal, written communication and presentation skills.
  • Negotiation, decision making, and conflict resolution skills.
  • Skills in map and air photo interpretation and PC-based programs (standard office applications, some specialized systems, GIS software and systems, internet, and government land titles systems), and the use of these tools for data and report purposes.
  • Knowledge of planning, land-use and environmental principles.
