Job Summary

Provide professional consultation, policy advice and research in this role

Pharmaceutical care, Laboratory and Blood Services is essential to improving the health and wellness of citizens in BC. Rising costs, increasing demands by patients for more affordable, accessible, and convenient care as well as macro trends are increasing the need for system-wide change. In response, the Pharmaceutical, Laboratory and Blood Services Division (PLBSD) within the BC Ministry of Health has expanded its mandate to play a stronger role in driving excellence in pharmaceutical care, laboratory, and blood services across the province. This mandate includes “overseeing the provisioning, management and optimal use of pharmaceuticals, laboratory and blood services, related systems, and services to improve patient outcomes in the BC Health System.”

Pharmaceutical, Laboratory & Blood Services comprises five branches:

  • Therapeutics Assessment & Access - manages the array of drugs (formulary) available to BC citizens and covered by the PharmaCare Program.
  • Clinical Services & Evaluation - provides clinical pharmacy leadership for the Division’s strategic efforts to develop, implement and manage pharmaceutical care programs/initiatives across the health sector, evaluation for evidence-based decisions, and optimization.
  • Pharmaceutical Policy, Legislation and Engagement - translating the political direction into policy, direction, and engagement for the division.
  • Laboratory & Blood Services - is responsible for overall strategic planning support, policy development, monitoring, and evaluation for two lines of provincial health care business: laboratory services and blood services; and
  • Integrated Health Services & Systems - leads complex multi-disciplinary/organizational/stakeholder planning, design, coordination, and implementation of the key strategic areas of focus of the Pharmaceutical Care Management Strategy (PCMS) in alignment with the Ministry’s initiatives.

To oversee operations, provide supervision and program management of staff under the direction of the Director and senior Ministry official(s) for the Formulary Management unit, as it relates to provision of PharmaCare drug benefits to the residents of BC. This position also provides advice on all pharmacy-practice related matters which may include professional consultation on pharmacotherapy, pharmaceutical care, pharmacy-related policy, pharmacy operations and program evaluation support for the branch and the Pharmaceutical, Laboratory & Blood Services Division.



Job Requirements:

  • Graduation from recognized Faculty of Pharmaceutical Sciences with a minimum Bachelor of Science in Pharmacy. Current registration and License in good standing as a Licensed Pharmacist with the College of Pharmacists of BC and related experience.

Related experience must include:

  • Minimum 5 years experience as a licensed practicing Pharmacist in BC retail or hospital pharmacy practice;
  • Experience in medical literature research, analysis and interpretation;

Preference may be given to applicants with:

  • 2 years or more experience with formulary management and have led an evidence-informed drug review process to determine formulary benefits through individual drug reviews and therapeutic/class reviews using relevant information for decision-making and business planning, including clinical evidence, pharmacoeconomic evidence, clinical practice input, patient input and a budget impact analysis;
  • 2 years or more supervisory experience.
