The Ministry of Energy, Mines and Low Carbon Innovation is responsible for British Columbia’s electricity, alternative energy, mining and petroleum resource sectors, and supporting work to meet BC’s greenhouse gas reduction targets. The staff in the Ministry’s Mines Competitiveness and Authorizations Division (MCAD) work to ensure safe and environmentally responsible mining exploration, mine development and closure; provide timely permitting decisions; foster a positive and supportive environment for staff; and contribute to the achievement of the Province’s social, economic and environmental goals.

Within MCAD, The Major Mines Office (MMO) is responsible for the coordination of highly strategic major mining projects in British Columbia. These high value projects involve the natural resource sector, the mining industry, Indigenous nations, and are highly sensitive, involving the coordination of multiple ministries and multiple stakeholders. This office coordinates all projects throughout the permitting process, and through this centralized coordination, is expected to reduce permitting delays.

This Senior Project Lead position leads and directs the development, implementation and evaluation of major mine projects in British Columbia, which involves overseeing sub-projects and/or multiple delivery components. An effective communicator and collaborator, you develop strategic partnerships and negotiate key components of projects with partners. You possess excellent interpersonal and written communication skills and are highly skilled at project direction, management and leadership. Job Requirements:

  • Registered, or immediately eligible for registration, with the British Columbia professional association as required by the specialty area (e.g.: Engineers and Geoscientists BC, Forest Professionals BC, BC Institute of Agrologists). Note: immediately eligible for registration is defined as being able to transfer a current membership from an applicable jurisdiction. Applicants must confirm their eligibility with the appropriate BC association. Confirmation of registration/eligibility will be required before an offer of employment can be made.
  • Bachelor’s Degree in a related field (e.g., forestry, natural resource management), or an equivalent combination of education and experience.
  • Seven (7) or more years of current and related experience in:
    • Land allocation,
    • Integrated Land Use Planning,
    • Resource management planning in one or more of the following areas: forestry, tourism, mining, energy, ecosystem conservation, parks and public recreation, land management, or resource allocation.
  • Experience managing multiple projects or leading a component (e.g., sub-project) of a major project.
  • Experience managing relationships with senior level stakeholders and leading consultation sessions.
  • Experience in coordinating the work for other professional employees, and/or consultants.
  • Experience in conflict resolution.
  • Experience in budget management procurement.
  • Preference may be given to those with the Project Management Professional (PMP) designation, or who are qualified to achieve the PMP designation within six months of employment (note: qualifications are three years of project management experience plus 35 hours of classroom instruction).
  • Preference may be given for experience in mining.

This position can be located in any of the following Ministry of Energy, Mines and Low Carbon Innovation offices: Victoria, Smithers, Cranbrook, Prince George, Vancouver, or Kamloops, BC.
Flexible work options are available; this position may be able to work up to 4 days at home per week subject to an approved Telework Agreement.
Applicants who do not fully meet the required qualifications may be considered for this position, but at a lower classification.
