The Electoral Finance Audit and Assessment work unit develops and delivers programs designed to detect and evaluate non-compliance with the electoral financing requirements of the Election Act, Local Elections Campaign Financing Act, Recall and Initiative Act, Referendum Act, and other related legislation administered by Elections BC (EBC). This work is vital to maintain a level playing field for participants in the democratic process. Compliance is assessed through a variety of programs including data analysis, risk assessments, process mapping, compliance reviews, and audits. Such programs are designed to detect errors, fraud and wrongdoing as well as act as a deterrent to encourage voluntary compliance and enhance transparency and fairness in the political process.

Reporting to the Team Lead, Audit and Assessment, the Senior Compliance Auditor is accountable for evaluating compliance with regulatory requirements through ongoing reviews of financial disclosure reports filed with EBC, including analyzing and synthesizing campaign information, assessing supporting information and documentation and conducting in-depth audits of high risk files that are complex in nature. The Senior Compliance Auditor applies their audit experience and subject matter expertise to projects designed to decrease audit risk and detection risk. The Senior Compliance Auditor will also oversee other staff hired to support audit and assessment activities.

Job Requirements

To be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

Education and experience:

  • Bachelor’s degree in accounting, business administration, public administration, finance, commerce, data science or related discipline from a recognized post-secondary institution, and a minimum of 3 years of recent (i.e. within the last 5 years), related experience*, OR
  • An equivalent combination of education and recent, related experience* (e.g. a diploma and 4 years, or secondary school graduation and 6 years)

  • Recent, related experience must include:
  • Experience conducting financial and/or performance audits and reviews.
  • Interpreting legislation, policy and/or procedures.
  • Reviewing reports for compliance with regulatory and legislation requirements.
  • Providing expert advice, guidance and/or assistance to stakeholders or members of the public, by phone, in writing and/or in person.
  • Analyzing data to support decision making.
  • Experience applying tact and diplomacy and interact effectively with stakeholders who may be uncooperative and/or lack an understanding of financial disclosure and regulatory requirements.
  • Knowledge of Canadian Generally Accepted Accounting Principles (GAAP) and Canadian Auditing Standards (CAS)
  • Using Microsoft Office Suite and other computer applications at an intermediate level of proficiency


Preference may be given to applicants with:

  • Previous experience working for Elections BC, and/or related experience in electoral administration
  • Completion of or currently enrolled in BC PSA Financial Management Certificate Program, a professional accounting designation (i.e. CPA), or audit or risk management designation (i.e. CIA, CRM), or equivalent
  • Working knowledge and experience with audit software tools, such as CaseWare or IDEA and data analytics/ business intelligence tools, such as ACL or Power BI


Applicants must be willing to:

  • Fulfil the requirement to act as a non-partisan representative of Elections BC
  • Travel, occasionally, to locations throughout the province
  • Work outside of normal business hours, occasionally, to meet deadlines
