Duties:
Reporting directly to the Senior Manager Public Safety, CPO1’s are responsible to provide key Policing supports to the community by enforcement of Provincial Acts and Municipal Bylaws.
Duties and Responsibilities:
Leadership
- The CPO1 participates in the building of a cohesive interdependent plan that work to achieve objectives and, in collaboration with other department and agencies, the overall vision of the City of Lloydminster within the context of the strategic plan.
- Participates in the training and mentorship of junior staff.
- Represents the City of Lloydminster with the highest standards, values and ethics.
Confidentiality
- Maintains the strictest confidentiality in all matters.
- Meets or exceed the requirements of the RCMP enhanced security policy.
- Adheres to the policies and principles of the LA/FOIP Act.
Reporting/Documentation
- Documents all incidents in accordance with governing legislation and operating policies.
- Reports all incidents in the approved reporting software and in accordance with governing legislation and operating policies.
- Provides updates on incidents, files or other matters considered relevant to the Senior Manager Public Safety as requested.
Specific Accountabilities
- The department maintains a strong relationship with the RCMP and other area stake holders. The departments underlying physiology demands close ties with the community and expects proactive solutions, programs and positive education. The duties of include enforcement of but are not limited to:
- Traffic Safety Act (in its entirety)
- The Gaming, Liquor & Cannabis Act
- The Environmental Protection and Enhancement Act
- The Provincial Offenses and Procedure Act (Alberta)
- The Summary Offences Procedure Act (Saskatchewan)
- The Animal Protection Act and Dangerous Dogs Act
- Petty Trespass and Trespass to Premises Act
- Other Provincial Acts as indicated on the CPO1 appointment
- This position is responsible for enforcement of all Municipal Bylaws and to participate in the development and / or revision of Municipal Bylaws.
Other
- Acts as a liaison with residents and participates with community groups through the attendance at meeting and events.
- Work Shift, participate in vehicle, bike, and foot patrols of the community
- Provides animal control services.
- Serves documents as required.
- Provides and participates in public education and various safety programs as assigned.
- Conducts investigations.
- Provides testimonies in Court.
- Works with the Prosecutor to ensure Court documentation is complete and that testimony secures convictions
- Works with the RCMP on traffic safety initiatives, and other policing requirements
- Provides administrative duties including but not limited to: documentation of complaints, education, participate on various community-based policing committees, court attendance, informal dispute resolution.
- Takes evidence and secures evidence in a manner that meets legislative requirements.
- Provides tours to visitors, answers general public and staff inquiries.
- Ability to speak publicly in an engaging and respectful manner
- Provides customer service, both in-person and over the phone.
- Development, implementation of and participation in community safety initiatives.
- Other related duties as required.
Schedule:
This position is a combination of office based and operational, daily working hours are a rotating shift between 6:00 am and 10:00 pm including weekends and statutory holidays. This position may be required to be on call.
Qualifications:
The successful candidate will have the following qualifications:
- Post-secondary Diploma in Police and Justice Studies from a recognized institution, or a minimum of one years’ experience in a related field or a combination of experience and education that is deemed acceptable.
- A valid Class 5 Driver’s License registered in Alberta or Saskatchewan with an acceptable Driver’s Abstract is required. This position will be required to operate a municipal vehicle for business purposes.
- Qualified to use/carry Baton and Oleoresin Capsicum Spray.
- Successful Certified completion of the Physical Abilities Requirement Evaluation Test for Uniformed Officers (P.A.R.E) or other approved testing as required for appointment as a Community Peace Officer.
- Completion of all required training under the Alberta Peace Officer & Regulations.
- Appointed as or the Ability to be Appointed as a CPO1.
- Current First Aid and AED certificate.
- Current documentation with respect to Emergency Vehicle Operation Course (EVOC) and the ability to maintain certification.
- Strong computer skills with proficiency in Microsoft Office, Word and Excel.
- Ability to multi-task, direct work, stay organized and maintain a strong attention to detail.
- The ability to complete tasks with time restricted deadlines while maintaining accuracy.
- Strong communication skills; the ability to maintain professionalism and converse in-person and through written correspondence with all levels of staff, stakeholders and the public.
- Ability to work independently, and effectively with a team.
- The ability to conduct work practices in an ethical and confidential manner.
Pre-Employment Requirements:
- RCMP Enhanced Reliability Screening Clearance.
- Successful applicant must provide proof of qualifications.
- Applicants with international education will be required to include an Academic Credential Assessment with application.
