Our Commercial Management – Practices and Improvements Office is seeking a Commercial Manager to join the team. The Manager will assist in the development and implementation of commercial best practice and improvement initiatives, commercial and contract management policies and procedures and a commercial management training program.
What will I be doing?
  • Assists in the development and implementation of CPG’s commercial management systems, standards and operational procedures to ensure the successful outcomes and value for money objectives of the organization’s large and complex capital infrastructure initiatives.
  • Recommends procurement strategies consistent with overall strategic goals of the CPG Division.
  • Responsible for advising and assisting the delivery teams (both AFP and non-AFP) to ensure the consistent application of commercial best practices;
  • Assist in the development and implementation of commercial improvement initiatives, including the updating of existing and developing new commercial practices, processes and procedures;
  • Assist in developing commercial management governance framework and processes to support efficient contract management;
  • Contribute to the identification of commercial training needs;
  • Manage the development and delivery of commercial training solutions;
  • Contribute to the collation and analysis of commercial data, identifying trends and implementing commercial measures in response;
  • Responsible for the review and updating of contract templates;
  • Responsible the commercial review of tender documents;
  • Responsible for project commercial reviews and support the project teams in the implementation of improvements;
  • Contributes to the identification and achievement of commercial KPIs
  • Monitors commercial performance management through pro-active issue resolution, change requests/amendments, and standardized internal processes that contribute to achievement of desired service levels and Key Performance Indicators (KPIs).
  • Produces commercial performance reports and maintains monthly, quarterly and executive management reports and distributes as needed.
  • Authors and assists in the review and analysis of the Division’s highly complex Capital Project tenders and contract documents to ensure that the appropriate contracting strategy and contractual clauses are applied to reduce risk and protect the interests of Metrolinx.
What Skills and Qualifications Do I Need?
  • Minimum ten (10) years' experience in the contract management of major projects; progressive experience in the management and administration of major construction/infrastructure contracts in a public or private sector environment;
  • Completion of a degree in construction management, project management, engineering, quantity surveying, or a related discipline – or a combination of education, training and experience deemed equivalent
  • Extensive knowledge of sound commercial management policies, principles, procedures and industry best practices applicable to both procurement and contract management;
  • Experience in the management of contracts under different contract models including P3, Design and Build, Design Bid Build, Alliance, Target Cost and Progressive contracts;
  • Knowledge of contract administration processes including payment, change, risk and schedule management;
  • Knowledge of the practical application of contract administration and document management software, Unifier , Aconex, ProjectWise and SharePoint; and familiarity with scheduling software like Primavera P6, Microsoft Projects and/or Tilos;
  • Experience of managing commercial teams on major infrastructure projects;
  • Experience of reading engineering drawings, reviewing construction schedules, validating direct and indirect costs;
  • Knowledge of construction methodologies and contractor's tender pricing, involving pricing of temporary and permanent works, risks & contingency allocations, overheads and escalation pricing;
  • Experience in commercial and claims management techniques and practices in a large multi project complex construction and infrastructure environment.
  • Skilled in the development and communication of internal administration policies, procedures and best practices, preferably in the transit and/or infrastructure industries.
  • Extensive experience in the interpretation of contract law, and Ontario legislation (e.g. Construction Lien Act, Professional Engineers Act, Canadian Construction Documents Committee documents, bespoke contract documents, specifications and drawings, and legal statues and proceedings).
  • Management and leadership skills to manage departmental staff and lead projects and motivate a team
