Overview

This highly rewarding position performs community-based youth work in the City of Richmond with a focus on establishing strong relationships with youth, and connecting them with their community through social, recreational and cultural opportunities. The Youth Outreach Worker is responsible for the development and provision of recreational programs and events designed to meet the needs and interests of a diverse range of youth. As the Community Services Division’s youth-related resource, this position also works closely with Community Association/Society Youth Development Coordinators to coordinate city-wide delivery of youth initiatives, as well as guidance, mentorship and professional development opportunities. Youth work is delivered within a service-based framework with a focus on delivering the outcomes of relevant City strategies and developing youth capacity in alignment with the Developmental Assets Framework.

Examples of key responsibilities include, but are not limited to:

  • Develop a professional relationship of mutual trust, respect, and caring with youth in the community (13-24 years of age).
  • Develop, implement, and lead a variety of programs that appeal to a diverse range of youth, including relevant safety and supervision considerations.
  • Plan, implement and/or support city-wide events and services for youth, such as Youth Week and the Youth Street Team.
  • Supervise and provide leadership, direction, and feedback to program contract staff and volunteers.
  • Develop and implement marketing and promotional strategies to promote programs and services, as well as city-wide youth resources and services.
  • Work with Youth Development Coordinators to coordinate and synthesize the delivery of youth programs, events, and opportunities offered at City of Richmond facilities.
  • Build and foster relationships with youth-serving agencies in Richmond (i.e. School District No. 38 (Richmond), Foundry Richmond, Touchstone Family Association) to support the development of assets in youth.
  • In conjunction with the coordinator, manage referrals from youth-serving agencies for youth to participate in recreational opportunities, including hosting introductory meetings with youth and their parents or guardians.
  • Liaise with City staff, Community Partners, government and non-government agencies.
  • Prepare and maintain written correspondence, confidential records, progress reports and evaluative data.
  • Develop, implement and manage budgets for the delivery of programs and services.
  • Conduct presentations on youth-related topics relevant to recreation and sport to various levels of staff, community partners, outside agencies or other groups as required.

Knowledge, Skills & Abilities:

  • Ability to design, implement, coordinate and evaluate recreational programs and services for youth.
  • Ability to research and identify social, educational, cultural and recreational programs in the community, and connect youth and/or their families with applicable resources.
  • Knowledge of methods, practices, policies and procedures relevant to youth work.
  • Knowledge of adolescent behaviour and related developmental issues.
  • Knowledge of youth mental health and substance use issues.
  • Ability to communicate with and relate to a diverse constituency of youth.
  • Ability to establish and maintain effective relationships with City staff, Community Partners and youth-serving agencies.
  • Ability to prepare and maintain correspondence, records and reports.
  • Ability to work both independently and interdependently while exercising sound judgement and initiative.
  • Ability to maintain privacy and confidentiality of information.
  • Ability to promote a positive atmosphere for youth by demonstrating strong role model and leadership qualities.
  • Knowledge of Microsoft Office and current office practices and procedures.

Qualifications and Experience:

  • Diploma in Recreation, Child and Youth Care, Social or Behavioural Sciences, Criminology or related studies, combined with a minimum of 1 year full-time experience in the development and delivery of social, recreational and/or cultural programs, 1 year full-time applied leadership experience and 2 years related full-time field experience working with low asset youth in a community setting. An equivalent combination of training and experience may be considered.
  • Valid B.C. Class 4 Driver’s Licence.
  • Standard First Aid and CPR Certification.

Working Conditions:

Duties are performed in a variety of indoor and outdoor environments. May encounter upset or behaviourally challenged youth.

Salary Range:
$34.50 - $40.64 per hour

Hours of Work:
Typical Work Schedule: 11:30am - 8:15pm, Tuesday to Thursday; Friday and Saturday, 1:30pm - 10:15pm (Compressed Work Week).

This position is on a flexible-blocking schedule. Hours will be scheduled based on operational need and can include daytime, evening, weekdays and weekends shifts of varying lengths as each shift can be extended or shortened by moving blocks of time as required within the pay period. Day shifts will be scheduled if there is no operational need for evening and weekend work.
