Job Summary

The Senior Director, Mental Health and Substance Use Programs and Services is responsible for leading and directing the development, implementation, monitoring and improvement of evidence based mental health and substance use programs and services across the care continuum from prevention, early intervention, harm reduction, treatment and recovery. Within a social determinants framework, the Senior Director will be expected to build strong, collaborative relationships and strategic partnerships with ministries, academia, health authorities and First Nation, Metis and Inuit partners, stakeholders as well as people with lived experience in order to ensure the delivery of high quality, integrated, data driven, outcome focused, trauma informed, responsive and culturally safe programs and service required to meet the complex and diverse needs of British Columbians.

The Senior Director provides advice and guidance to the Executive Director, Assistant Deputy Minister, Deputy Minister, and Minister regarding all aspects within their portfolio of responsibilities. The Senior Director develops and leads the implementation of strategic business and service delivery processes, develops standards, undertakes reviews and evaluations to ensure that programs and services are cost effective, evidence-based and delivering results for the citizens of British Columbia. The Senior Director is responsible for leading and developing teams of highly engaged professionals and for creating and maintaining a productive, inclusive, respectful, diverse, and safe work environment where everyone has an opportunity to contribute and flourish.

The successful Senior Director will be a creative, non-judgemental, collaborative, compassionate, proactive, solutions-oriented leader who is passionate about public service and who wants to make a difference in the lives of people with a mental health and/or substance use issue, their families and friends.

Job Requirements:

Education and Experience:

  • Degree in public administration, health administration, business administration, or other relevant field and 3-4 years of *related experience; or
  • An equivalent combination of education and experience may be considered.


*Related experience must include the following:

  • Leadership in a similar environment, including policy development, implementation and evaluation.
  • Demonstrated experience reviewing and examining complex service delivery issues, assessing options and making recommendations.
  • Demonstrated experience planning and managing the implementation of major projects in large complex organizations and providing strategic direction and advice to senior-level executives.
  • Demonstrated experience developing partnerships and working productively and cooperatively with internal and external stakeholders.
  • Demonstrated success in leading teams.
  • Experience in the evaluation of health issues and trends.

About this Position:
Flexible work options are available; this position may be able to work from home a few days a week subject to an approved telework agreement.
