Overview

The Sanitation & Recycling Assistant is an integral member of the Environmental Programs team responsible for the implementation of the City’s recycling service and responding to customer inquiries, concerns, and need for information on waste minimization practices.

Examples of key responsibilities include, but are not limited to:

  • Assist with enforcement of Single-Use Items Bylaw including business and community outreach and education, information sessions/workshops, address phone and email inquiries.
  • Provide technical support, problem analysis, and excellent customer service to internal and external customers for all work requests and inquiries.
  • Participate in the development and implementation of communication and outreach plans including providing input and feedback on communication materials (brochures, reports, website, presentations, social media, etc.)
  • Conduct community outreach activities (information displays, recycling depot tours, strata meetings, business inquiries, etc.)
  • Respond to questions, concerns and service requests from the public via phone and in-person regarding garbage and recycling services.
  • Prepare, edit, manipulate and extract data from electronic spreadsheets, prepare data summaries, enter data into various systems, identify weaknesses in available information and problem solve accordingly. Make recommendations for improvements.
  • Assist with implementation of solid waste and recycling services for new implementations or where there is a change in type of service/s requested, including liaising with property managers.
  • Administer the Green Cart database including updating cart inventory in Tempest.
  • Develop and maintain operating procedures related to the position.
  • Track occurrences of illegal dumping and report accordingly, including preparing current statistics, processes and reports.
  • Review regional, provincial and federal regulatory updates and provide concise summary reports to the manager of Recycling and Waste Recovery.
  • Research miscellaneous initiatives and programs to keep the City up-to-date on solid waste and recycling, and circular economy principles around the world. Provide verbal and written updates to management, including drafting of policy reports.
  • Perform other duties as required.

Knowledge, Skills & Abilities:

  • Knowledgeable of National Zero Waste Council, Ellen MacArthur Foundation and provincial and federal policies relating to circular economy and single-use activities.
  • Knowledge of Metro Vancouver’s Integrated Solid Waste and Resource Management Plan, including disposal bans.
  • Knowledge of environmental protection specifically related to solid waste, delivery of services and site design.
  • Knowledge of the various provincial stewardship programs and their applicability in Richmond.
  • Sound knowledge of the City of Richmond’s various bylaws pertaining to the work including Single-Use Plastic and Other Items Bylaw No. 10000, Solid Waste and Recycling Bylaw 6803, Donation Bin Regulation Bylaw 9502, Newspaper Distribution Bylaw 7954, Demolition Waste and Recyclable Materials Bylaw 9516 and related garbage and recycling programs/services.
  • Knowledge of the City of Richmond Waste Management Design Guidelines.
  • Ability to undertake research into various environmental topics and prepare recommendations, including drafting policy reports.
  • Ability to prepare communications plans and materials, including promotional items, brochures, review and update website content, etc.
  • Ability to interpret and convey a sound knowledge of procedures, rules, regulations and City Bylaws regulating departmental activities to the public.
  • Ability to engage effectively with the public in a variety of forums and to promote engagement in City recycling/waste management initiatives and programs.
  • Ability to conduct and facilitate workshops.
  • Ability to deal tactfully with the public, in person, by telephone and electronically, in a courteous, professional and effective manner.
  • Excellent verbal and written communication skills, including spelling, and grammatical ability.
  • Skill in entering and manipulating data in spreadsheets and other City systems.
  • Strong attention to detail with an aptitude for proofreading, suggesting alternatives and making modifications.
  • Ability to review, interpret and analyze data, prepare reports and make recommendations to streamline management of data.
  • Ability to work cooperatively and amicably in a team environment.
  • Ability to exercise independence of judgement and action in determining appropriate action required to resolve complaints and inquires relation to program operations.
  • Knowledge and experience working with various office software including Microsoft (Outlook, Word, Excel & PowerPoint), Peoplesoft HCM and Peoplesoft Financials, Tempest and IPS..
  • Ability to use REDMS or a similar Records Management System.
  • Experience with website content management including web page update and create new content pages.
  • Ability to attend meetings, forums, events and discussions outside of regular working hours.
  • Ability to successfully clear a Police Information Check.

Qualifications and Experience:

  • Completion of Grade 12 supplemented by training in a recognized solid waste/recycling program/courses or equivalent environmental certification or training.
  • A minimum of one (1) year of related work experience in the waste and recycling industry.
  • Experience involving public contact in the municipal solid waste and recycling field in a Municipal environment is preferred.
  • Valid Class 5 Driver License for the Province of British Columbia.
  • An equivalent combination of related education and work experience may be considered.

Working Conditions:

Work is performed in an office environment. There is sometimes exposure to disagreeable conditions which include verbal abuse, threats, rudeness and the risk of potential violence. Work may also be performed at community events at offsite locations (including outdoors, at building lobby displays, etc.) and outside regular working hours including evenings and weekends.
