Role Description:

Cota’s Transitional Aged Youth (TAY) and Specialized Care program supports adults with developmental disabilities who were formerly in the care of a Toronto-based child welfare agency and who currently reside in an Outside Paid Resource (OPR). OPRs are fee-for-service organizations that have been sub-contracted by Cota to provide direct care services to clients in the TAY and Specialized Care Program. Cota ensures that clients receive high quality support while they are transitionally housed in OPRs; Cota also coordinates placements for the TAY and Specialized Care Clients into appropriate settings within the Adult Developmental Services Sector.

The Compliance Officer is responsible for ensuring Outside Paid Resources (OPRs) are compliant with Quality Assurance Measures (QAM), in accordance with Services and Supports to Promote the Social Inclusion of Persons with Developmental Disabilities Act, 2008. The Compliance Officer is responsible for conducting compliance audits as well as providing coaching, guidance and training to OPRs to ensure compliance with QAM. The Compliance Officer builds positive working relationships and engages with internal and external stakeholders to promote quality assurance.

Summary of Duties:

Responsibilities of this position include but are not limited to those below:

· Ensuring Compliance of OPRs:

  • Lead, audits\, reviews\ and monitors\ the implementation of QAM compliance
  • Effectively achieve compliance goals, maintain current knowledge of regulatory requirements and developments
  • Monitor risk and identify potential areas of compliance vulnerability and risk
  • Where deficiencies have been noted, verify the adequacy of plans of correction submitted by agencies and conduct resurveys to verify that the plan of corrective action has been implemented and the agency is in compliance with regulations.
  • Manage an assigned portfolio of OPRs for the annual audit process
  • Complete timely, accurate and detailed reports on compliance audits and outcomes
  • Develop and maintain effective relationships with internal and external stakeholders related to QAM compliance.
  • Initiate and monitor corrective action where necessary

· Oversight of Serious Occurrence Reports

  • Ensure appropriate remedial measures are introduced and actioned in response to occurrence reports
  • Identify trends and work with OPRs to establish programs and policies to address areas of deficiency in order to drive improvements

· Overall Quality Assurance

  • Perform investigations regarding complaints, and/or reported incidents of serious deficiencies
  • Promote quality assurance and provides ongoing support to OPRs and other stakeholders in relation to compliance requirements

Other Duties:

  • Observe Cota and Divisional rules and regulations, policies, procedures, practices and current legislation, in particular, the Human Rights Code.
  • Comply with all Health and Safety policies and procedures to ensure every reasonable precaution is taken for the protection of workers and clients and that health and safety concerns or incidents are responded to promptly.
  • Work cooperatively and constructively with other members of the staff.
  • Ensure confidentiality of client, employee and Cota information is maintained at all times.
  • Undertake other related and/or delegated duties.

Summary of Qualifications:

  • A minimum of a Community College Diploma / Degree, preferably in the healthcare or the social services sector (e.g. social work, occupational therapy, sociology, social service worker, nursing, etc.), healthcare or social services administration, management, or related field. Higher level post-secondary education will be considered an asset
  • A minimum of 5 years of experience within the Developmental Services Sector and/or previous work experience conducting compliance audits or inspections
  • Understanding of positive ethical principles consistent with the mission, vision and values of the organization
  • Knowledge of applicable compliance requirements strongly desired
  • Ability to conduct compliance audits based on a rational and objective analysis of the relevant evidence
  • Ability to work independently under limited supervision in a geographic area and to organize and prioritize work
  • Knowledge of Developmental Services sector and associated regulations and legislation
  • Ability to communicate effectively both verbally and in writing, including liaising and negotiating with several different stakeholders
  • Excellent decision making and analytical skills
  • Research and investigative skills to review complex files and supporting documents to detect problems, errors, omissions and to conduct detailed on-site inspections of OPRs
  • Ability to represent the organization and establish a credible reputation in the field
  • Mediation, negotiation and conflict resolution skills to effectively manage sensitive issues
  • Excellent organizational skills and time management skills to prioritize and manage high workload volumes, meet timeframes, and maintain up-to-date paper and computer files on compliance audits and reports
  • Advanced knowledge of Microsoft Office, particularly Microsoft Excel
  • Problem-solving skills necessary to develop creative solutions for complex problems
  • Sound judgment

The successful candidate will be required to:

  • This position will require significant car travel across a primary catchment area and therefore the successful candidate must have access to a vehicle. Additionally, candidates are required to reside within a specific catchment area (which includes any of the following areas: (Barrie, Wasaga, Collingwood, Orillia, Coldwater, Midland, Severn, Warminster, Midhurst, Innisfil, Angus)
