Health Sciences North (HSN) is seeking an innovative leader for the position of Quality and Testing Lead to lead, in consultation with various stakeholders, the development of a testing strategy, plan, and implementation for the Digitally - Enabled Program consisting of a new Human Capital Management Solution (HCMS) and Electronic Medical Record (EMR) systems.

The ideal candidate will have a minimum of a four (4) year Bachelor’s Degree Computer Science or Health Administration field, from an accredited university or equivalent. Experience with testing methodology and related test tooling training (e.g. JIRA, Bugzilla, HP-QC). We are looking for someone with a minimum of five (5) years’ experience testing enterprise software system implementations including operational upgrades. A minimum of five (5) years’ experience managing teams of testing resources. As well as, experience implementing and leading the required responsibilities in an organization with minimal Testing Maturity. Recent experience working in a health care environment is preferred.

KEY FUNCTION:

Lead, in consultation with various stakeholders, the development of a testing strategy, plan, and implementation for the Digitally - Enabled Program consisting of a new Human Capital Management Solution (HCMS) and Electronic Medical Record (EMR) systems.

REPORTING:

Under the general direction of the Director, Clinical Informatics & Applications.

DUTIES:

  • Develop a testing strategy, plan and approach for HSN and the Digitally - Enabled Program.
  • Develop and select testing processes, tools and templates.
  • Create a test strategy plan and schedule.
  • Coordinate the creation, population, and availability of all necessary test environments.
  • Provide guidance and support to business and technical testers on creating their test cases.
  • Coordinate the creation and availability of required test data.
  • Coordinate Defect Tracking.
  • Account for the testing results of systems and development of remediation plans.
  • Provide testing status progress reports.
  • Oversee Vendors progress of their Test Cycles (e.g. Unit Testing, Functional Integration Testing, and/or System Integration Testing).
  • Conduct regular meetings with Vendors to ensure reported defects are remediated and retested in a timely manner.
  • Manage testing of User Acceptance Testing (UAT), End-to-End (E2E), reconciliation for data migration, performance, and infrastructure readiness.
  • Oversee promotion of code (as applicable) between environments.
  • Establish and enforce Audit Requirements and Test Documentation standards.
  • Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
  • Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
  • Educate and promote health, safety and wellness in the work place.
  • Represent the department or program on various committees and in meetings as required.
  • Perform other duties as required.

QUALIFICATIONS

EDUCATION AND TRAINING:

  • Minimum of a four (4) year Bachelor’s Degree in a Computer Science or Health Administration field, from an accredited university or equivalent.
  • Testing methodology and related test tooling training (e.g. JIRA, Bugzilla, HP-QC).
  • Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.

EXPERIENCE:

  • Minimum of five (5) years’ experience testing enterprise software system implementations including operational upgrades.
  • Minimum of five (5) years’ experience managing teams of testing resources.
  • Experience implementing and leading the required responsibilities in an organization with minimal Testing Maturity.
  • Recent experience working in a health care environment is preferred.
  • Prior experience managing vendors and testing healthcare solutions (in a SAAS environment) for an organization.

KNOWLEDGE/SKILLS/ABILITIES:

  • Demonstrated ability to integrate and manage several related testing plans to support effective project delivery across a large and diverse portfolio and/or program.
  • Demonstrated ability to manage cross functional testing teams in a matrix environment, and develop and maintain productive working relationships with both internal and external stakeholders.
  • Demonstrated ability to adapt to rapid changes in technical and organizational settings.
  • Demonstrated excellent presentation skills.
  • Demonstrated ability to coach, advise and teach others using the principles of adult learning.
  • Demonstrated training, experience or utilization of lean methodology is preferred.
  • Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
  • Ability to use tact and discretion in dealing with health care providers and employees.
  • Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Project, Word, Excel, Visio, Power Point and Outlook).
  • Demonstrated superior interpersonal and communication skills, both written and verbal.
  • Demonstrated proficiency with preparing written reports, strategies and plans
  • Highly developed organization and time management skills
  • Ability to work under pressure to meet tight deadlines
  • Demonstrated commitment to the safety of co-workers and patients.
