Manage assigned treasury sections. Manage activities including the planning, administering, developing, monitoring, maintenance and continuous improvement of programs for the specific business sections ensuring: compliance with WSIB legislation, policies and procedures, objectives are met, effective utilization of resources, and monitoring processes for authorization, quality control and reasonability of Financial transactions. Manage section staff by providing guidance, supervision, instructions, performance monitoring and leadership ensuring staff skills are developed and maximized and that staff are provided with a health and safe work environment.

Major Responsibilities:

1. Manage and oversee activities of assigned to Treasury Operations:

  • Cash Management – Forecast and monitor WSIB’s cash flow, cash needs and banking and borrowing operations
  • Cash Disbursements - Issue domestic and foreign payments to workers/employers and others via several financial settlement means
  • Cash Receipts - Deposit employer premium receipts and other receipts ensuring proper segmentation between Schedule 1 and Schedule 2 Employers and other funds such as Employer Pension Plan
  • LRI - Administration of worker pension plan and issuance of payments and annuities to workers and surviving beneficiaries

Manage the processing of business transactions to ensure transactions are properly executed in compliance with legislation, regulations, policies and best practices with proper audit trails and recorded in various systems. Ensure controls are in place to protect WSIB assets against fraudulent and irregular activity, which includes reviewing system(s) for internal controls over Treasury Operations transactions to identify any control issues or efficiency improvements and implementing any changes required to ensure their continued effectiveness. Develop an annual Administrative expense budget and approve, monitor, report on spending and explain variances. Assist in the development of cash flow forecasts to support WSIB’s annual Financial Budget and to provide necessary information to our investment partner IMCO to be enable them to create their own Financial Budget and investment strategy.

2. Manage resources by;

  • identifying resource requirements
  • ensuring section is adequately and competently staffed
  • conducting the hiring process
  • providing proper training, continuous guidance, leadership, coaching, supervision
  • developing employee skills and ensure section work objectives are effectively achieved
  • establishing objectives and monitoring performance
  • ensuring access to a safe and healthy work environment

3. Responsible for process redesign, automation and technology implementation to improve operating efficiency of the team and to facilitate new demands of stakeholders including the development of training material and appropriate ICFR documentation. Research, investigate and analyze new products and banking and payment related technologies with a goal of applying them to WSIB to improve the efficiency and effectiveness of the operation. Represent the branch on corporate project teams and initiatives involving Treasury, which may have a significant impact on the operations of the branch. In vendor selection for corporate projects and initiatives as Treasury’s representative. Be the primary liaison with Finance Systems to ensure our needs and concerns are appropriately communicated and represented for corporate projects. Lead Treasury projects and initiatives to implement new products and processes.

4. Provide analytical support to the internal Treasury management team as well as support informational needs of other areas such as Financial Planning, Investments and Financial Reporting with Cash flow Forecasts and assessments of actual results. Prepare business cases, RFIQ’s and other required documentation to obtain approval and funding to purchase and implement new products and systems. Manage and maintain operational relationships with key external service providers, various equipment suppliers (WSIB’s bankers, lockbox agent and LRI record keeping and annuity service providers, cheques, equipment and forms suppliers).

Job Requirements:

1) Education requirements:

Minimum Level Required

  • 3 Year College Diploma in Finance area or equivalent such as Professional Accounting Designation
  • Knowledge of PeopleSoft system/ERF, Guidewire, Cheque Writing, WBS and Microsoft software packages

Preferred Level

  • University level or equivalent such as Professional Accounting Designation
  • Professional Designation (CA, CGA, CMA or MBA)
  • Knowledge of PeopleSoft system/ERF, Guidewire, Cheque Writing, WBS and Microsoft software packages

2) Experience:

Minimum Level Required

  • 5 Years experience in Treasury functions, Banking, Cash Management, etc. -1 year Managerial-Coordinator experience

Preferred Level

  • 10 Years experience in Treasury functions, Banking, Cash Management, etc. with 5 years Managerial-Coordinator experience
