We are looking for human resources advisors, in staffing and labour relations, for positions at the HR/RH-02 level (PE-01 equivalent).

Within our team, you will:

  • Work closely with the management to fully understand your clients' organizational needs and issues.
  • Share information with the advisors in your team to identify and develop opportunities for shared projects to better serve your clients.
  • Work with your counterparts in the other teams and your colleagues in other human resources disciplines to identify opportunities and initiatives for improving efficiency across HR.

Substantive HR/RH-02 employees of the Canada Revenue Agency (CRA), employed for a period of at least 6 cumulative months in the HR/RH, PE or equivalent* group.

AND

Substantive PE-01 employees (or equivalent*) of the Federal Public Service (organizations found under Schedules I, IV and V of the Financial Administration Act), employed for a period of at least 6 cumulative months in the HR/RH, PE or equivalent* group.

AND eligible veterans and Canadian Armed Forces members


  • Human Resources Professionals within an organization that has a different classification system (for ex. Communications Security Establishment Canada, Canadian Security Intelligence Service, etc.) are included.

Please note that this process may be used to staff positions in Ottawa, ON. As a result, if you are selected for a position from this process we may ask you to relocate to this location.

Qualified members and former members of the Canadian Armed Forces who receive an offer of employment are not entitled to relocation costs from the CRA. They may, however, be entitled to a final relocation from the Department of National Defence.


Essential staffing requirements

To be eligible, you must meet the following requirements.

Education

  • A degree from a recognized postsecondary institution or CRA approved alternatives*
  • The approved alternatives include:
  • Three years of experience in a field related to the designation or in Human Resources; and
    The eligibility for a recognized professional designation relevant to CRA business.
  • Three years of HR experience and any one of the following four options:
    • A diploma from a recognized postsecondary institution in a field of study relevant to one of the CRA's business lines or corporate support areas; or
    • A certificate in a human resources discipline from a recognized postsecondary institution; or
    • A certification** in a human resources discipline directly related to the position being staffed; or
    • A prior learning assessment that has been accepted for entry-level master's program by a recognized postsecondary institution.
  • Three years' experience as a manager with responsibility for people management; and a secondary school diploma or CRA-approved alternatives.

All alternatives require the approval of the regional human resources (HR) director before the staffing action is initiated.

** For the purpose of the HR/RH education standard, a certification in a human resources discipline is a certification earned from a government body in a specific human resources discipline, for example, the Public Service Commission’s Staffing or Classification Certification Program.

Whenever the minimum education standard is met, including through an approved alternative, it is met for all positions in the HR/RH occupational group within the CRA, unless the position being staffed requires a higher level of education than the minimum standard.

Acquired rights

Permanent incumbents of the PE or HR/RH group who, on October 1, 2009, did not meet the minimum education standard are deemed to have met the minimum education standard based on their education, training and/or experience.

In the case of applicants previously terminated or rejected on probation from positions within the CRA, please note that additional verifications will be conducted. Based on the reasons for termination or rejection, an applicant may not be considered further in the staffing process/considered for appointment, as they may be deemed to not meet one or more of the staffing criteria.
