The Chief Anti-Money Laundering Officer (“CAMLO”) is responsible for the development, implementation and management of CTB’s Anti-Money Laundering (“AML”) / Anti-Terrorist Financing (“ATF”) Program and oversight of CTB’s compliance with applicable AML/ATF laws and regulations. The AML/ATF Program should be guided by a prudential risk management approach aligned to the scope and complexity of CTB’s business operations. #LI-FM1

What you’ll do

  • Develop AML/ATF policies and procedures and ensure those are kept up to date, reviewed and approved;

  • Implement procedures for identifying, assessing, communicating, managing and mitigating AML/ATF risks;

  • Provide oversight, review and challenge of AML/ATF related processes across CTB business units;

  • Provide subject matter expertise to guide business units in identifying, assessing and managing AML/ATF risks and establishing required processes and controls;

  • Oversee the processes and systems to conduct ongoing monitoring of customer relationships and file relevant reports to the Financial Transaction and Reports Analysis Centre of Canada (“FINTRAC”);

  • Oversee enhanced due diligence processes for high-risk customers, including the approval of relationships with politically exposed foreign persons and heads of international organizations;

  • Provide regular reporting to Senior Management and the Board on the status of CTB’s AML/ATF Program including any significant issues, risks and recommendations;

  • Review new products, services, technologies and/or relevant process changes ensuring compliance with the applicable AML/ATF laws, regulations and regulatory guidelines;

  • Maintain oversight of any AML/ATF activities outsourced to other business units within Canadian Tire Corporation or other third-party service providers;

  • Develop and oversee employee training programs related to AML/ATF and raise awareness of CTB’s AML/ATF risks and obligations;

  • Liaise with regulatory agencies including FINTRAC and the Office of the Superintendent of Financial Institutions (“OSFI”) as applicable

  • Maintain knowledge AML/ATF regulatory requirements and external trends;

What you bring

  • 8 to 10 years of experience in compliance/AML within retail banking

  • ACAMs (certified AML Specialist) or ACFS (certified Financial Crime Specialist) is preferred

  • People Management / Leadership - lead a team of employees to achieve a sound AML/ATF Program consistent with CTB values, strategies and core programs

  • Risk Management - ensure CTB has a sound AML/ATF Program guided by a prudential risk management approach

  • Relationship Management - the CAMLO shall be the key liaison and work closely in collaboration with internal and external stakeholders, including, but not limited to:

    • Board of Directors, CTB

    • Governance, Conduct Review and Market Conduct Committee, CTB

    • President and Chief Executive Officer, CTB

    • Chief Compliance Officer, CTB and Corporate Compliance team

    • Chief Risk Officer, CTB and Enterprise Risk Management team

    • Vice Presidents, CTB

    • CTB Fraud Prevention and Strategy team

    • Fraud and Financial Crimes team

    • Regulatory Agencies (including OSFI and FINTRAC)

    • Internal Audit Services and other risk management functions

    • Other (e.g. banks, industry associations)
